ATTORNEY COLLINS INFORMED THE BOARD OF THE STATUS OF THE WATER PUR- <br />CHASE CONTRACT BETWEEN URBAN DEVELOPMENT UTILITIES AND FARMERS HOME ADMINIS- <br />TRATION AND INDIAN RIVER COUNTY. FARMERS HOME ADMINISTRATION HAS AT THIS <br />TIME AGREED TO THE TWO-TIERED ARRANGEMENT AS DISCUSSED AT THE MEETING OF <br />NOVEMBER 5TH AND TO SUBORDINATE TO THE UTILITY COMPANY THAT WILL BE COLLECT- <br />ING THE FEES AND MAINTAINING THE SYSTEM AND NOT TO SUBORDINATE TO.F.U,A. <br />IT IS NOW NECESSARY TO OBTAIN APPROVAL ON THE LOCAL. LEVEL BEFORE THE BOARD <br />CAN GRANT FINAL APPROVAL. <br />AT THE APRIL 24, 1974 MEETING A REQUEST WAS MADE BY THE WINTER BEACH <br />CEMETERY ASSOCIATION REQUESTING THE BOARD'S CONSIDERATION TO PERMIT THEM TO <br />INCORPORATE COUNTY -OWNED PROPERTY INTO THE ADJACENT WINTER BEACH CEMETERY <br />PROPERTY FOR ADDITIONAL CEMETERY PURPOSES. THE BOARD SUGGESTED THAT A TITLE <br />SEARCH OF THE PROPERTY IN QUESTION BE MADE IN ORDER TO DETERMINE OWNERSHIP. <br />THE COUNTY ADMINISTRATOR STATED THAT THE TITLE SEARCH WAS MADE, AND <br />IT WAS FOUND THAT THE COUNTY OWNS APPROXIMATELY 19 ACRES OF PROPERTY ADJOIN- <br />ING THE CEMETERY. <br />THE BOARD AGREED TO ADVERTISE FOR BIDS TO SELL THIS PIECE OF PROPERTY <br />WITH THE RESTRICTION THAT THE PROPERTY ONLY BE USED FOR CEMETERY PURPOSES. <br />COMMISSIONER WODTKE SUGGESTED THAT WE FIND OUT HOW MUCH PROPERTY <br />WINTER BEACH CEMETERY ASSOCIATION WILL NEED AND SELL JUST THAT AMOUNT. <br />THE BOARD AGREED) AND THE CHAIRMAN WILL INVESTIGATE THIS, <br />AT THE LAST MEETING ROBERT CAIRNS, TRUSTEE AND OWNER OF'SEA OATS, <br />WHICH IS PROPERTY LOCATED NORTH OF JOHNS ISLAND'ON STATE ROAD A1A, APPEARED <br />REGARDING THIS PROPERTY BEING REFERRED BACK TO THE ZONING -COMMISSION FOR <br />RESTUDY WITH THE IDEA OF BRINGING THIS PROPERTY BACK INTO LINE WITH REPRE- <br />SENTATIONS MADE BY THE OWNER WHEN THE DENSITY WAS GRANTED, <br />ATTORNEY COLLINS STATED THAT HE SPOKE WITH IR. CAIRNS' ATTORNEY IN <br />ORLANDO REGARDING "CONTRACT" ZONING, AND THIS ATTORNEY WOULD NOT COMMIT <br />HIMSELF TO SAY THAT OURSITUATION IN INDIAN RIVER COUNTY IS THE SAME AS HE <br />HAS ENCOUNTERED. <br />AFTER DISCUSSION, IT WAS IR.
