COMMISSIONER SIEBERT INFORMED THE BOARD THAT .JACELYN BLOCK, COUNTY <br />VOLUNTEER YOUTH COORDINATOR, IS RESIGNING, AND HE STATED AFTER INTERVIEWING <br />SEVERAL APPLICANTS, HE WOULD LIKE TO RECOMMEND THE APPOINTMENT OF RITA J. <br />SAUERMAN AS VOLUNTEER COORDINATOR WITH THE YOUTH GUIDANCE VOLUNTEER PROGRAM. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER SCHMUCKER, <br />THE BOARD UNANIMOUSLY APPOINTED RITA J. SAUERMAN AS. VOLUNTEER COORDINATOR <br />WITH THE YOUTH GUIDANCE VOLUNTEER PROGRAM, AT A SALARY OF $9,000 PER YEAR <br />AND WITH AN EMPLOYMENT STARTING DATE OF DECEMBER 12, 1975. <br />GEORGE MCKENNA, PERSONNEL MANAGER, WILL NOTIFY THE OTHER APPLICANTS <br />THAT THIS POSITION HAS BEEN FILLED, <br />COMMISSIONER SIEBERT PRESENTED A REPORT OF A SUGGESTED COUNTY RECREA- <br />TION PROGRAM, HE STATED THAT HE PREPARED THIS OUTLINE TO BE USED AS A GUIDE <br />AND A STARTING POINT FOR A PROPOSED COUNTY PROGRAM, <br />COMMISSIONER SIEBERT STATED THAT IN ESTABLISHING PRIORITIES, <br />PRIMARY CONSIDERATION WAS GIVEN TO YOUTH -ORIENTED PROGRAMS THAT GIVE NOT ONLY <br />PLEASURE, BUT DEVELOP CHARACTER. THE SUCCESS OR FAILURE OF THIS PROGRAM <br />DEPENDS LARGELY ON THE COOPERATION RECEIVED FROM THE. MUNICIPALITIES AND THE <br />GENERAL PUBLIC. DUPLICATION OF SERVICES SHOULD BE AVOIDED AT ALL COSTS, <br />HE CONTINUED THAT THE RECREATION DIRECTOR SHOULD REPORT TO THE COUNTY <br />ADMINISTRATOR AND THAT THE PRESENT RECREATION STAFF BE EXPANDED TO INCLUDE <br />A LIFEGUARD FOR WABASSO BEACH AND THE PARK DIRECTOR AT HOBART-KIWANIS PARK, <br />A SEVEN MEMBER RECREATION COMMISSION SHOULD BE ESTABLISHED TO RECOMMEND <br />POLICY AND REVIEW THE DEPARTMENT'S BUDGET, <br />THE BOARD REVIEWED THIS REPORT WHICH STATES THAT THE INITIAL PROGRAM <br />SHOULD BE DIRECTED AT THREE TARGET AREAS: <br />VERO BEACH <br />GIFFORD AND WABASSO <br />SEBASTIAN RIVER AREA, INCLUDING FELLSMERE, <br />ATTORNEY COLLINS WILL INVESTIGATE IF THE SCHOOL BOARD CAN UTILIZE <br />THEIR SCHOOLS FOR RECREATIONAL PURPOSES AND IF THEY CAN ASSIST BY PROVIDING <br />BUS TRANSPORTATION. <br />COMMISSIONER SIEBERT DISCUSSED FACILITIES THAT ARE AVAILABLE FOR <br />IMMEDIATE USE, PROVIDED WE RECEIVE THE COOPERATION OF THE AFFECTED MUNICI- <br />PALITIES: <br />NOV f 919-75 <br />10 4 k :d39 <br />
