w <br />ADMINISTRATOR .JENNINGS.SAID HE WOULD WANT TO BE SURE THAT THE <br />CONTRACTOR UNDERSTOOD THE COUNTY ROAD SPECIFICATIONS AND WOULD LIKE TO TALK <br />TO HIM BEFORE THE BID WAS ACCEPTED. <br />COMMISSIONER SCHMUCKER INFORMED THE BOARD THAT THE CITY HAS HAD A <br />POLICY OF PAYING 33% FOR MANY YEARS, BUT THEY DO NOT NECESSARILY PAVE EVERY <br />ROAD THAT IS REQUESTED. HE STATED.THAT HE PERSONALLY WOULD LIKE TO SEE <br />THE COUNTY PARTICIPATE ON A 50-50 BASIS AND FELT IT WOULD BE A GOOD ANSWER <br />TO GETTING MORE ROADS PAVED. <br />COMMISSIONER WODTKE STATED THAT HE WAS CONCERNED ABOUT TAKING THE <br />TAXPAYERS' MONEY TO GO INTO NEW ROADS. HE POINTED OUT, HOWEVER, THAT RE <br />DID NOT BELIEVE THERE IS ANYTHING IN THE BUDGET NOW EXCEPT WHAT WAS SET UP <br />FOR ROAD MAINTENANCE, AND ADMINISTRATOR .JENNINGS CONFIRMED THAT THERE IS NO <br />MONEY IN THE BUDGET FOR THIS TYPE OF WORK THIS YEAR. <br />ATTORNEY COLLINS LEFT THE MEETING AT 9:00 O'CLOCK A.M. TO ATTEND <br />COURT, <br />COMMISSIONER MASSEY STATED THAT THIS IS THE FIRST YEAR NO MONEY <br />HAS BEEN SET ASIDE FOR NEW ROADS AND ONLY THE BARE MINIMUM WAS SET ASIDE <br />FOR MAINTENANCE. THIS WAS DONE PURPOSELY TO HOLD THE BUDGET DOWN. <br />CHAIRMAN SIEBERT STATED THAT OBVIOUSLY THERE WAS A MISUNDERSTANDING <br />ABOUT THE DEGREE OF PARTICIPATION AS WE DID AGREE TO PARTICIPATE IN THE <br />PREPARING OF THE BASE. HE THEN SUGGESTED THAT THE ADMINISTRATOR CHECK <br />WITH DICKERSON, INC., TO SEE WHAT PREPARATION THEY ARE ACTUALLY PLANNING IN <br />THE BID THEY PRESENTED TO MR. OZGOWICZ AS.HE NOTED THAT IN THAT BID THERE <br />WAS A STATEMENT READING "GRADE -RENTAL BASIS" WHICH MIGHT PRESENT AN UNKNOWN <br />COST. HE ASKED MR. OZGOWICZ TO GO BACK TO -THE PROPERTY OWNERS HE REPRE- <br />SENTED WITH THE IDEA THAT THE COUNTY WILL DO THE PREPARATION AND PRELIMINARY <br />WORK. <br />THE HOUR OF 9:30 O'CLOCK A.M.
