RESOLUTION 2004 - 146 <br /> A RESOLUTION BY THE BOARD OF COUNTY <br /> COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA; <br /> SUPPORTING THE CREATION OF AN ENTERPRISE ZONE, <br /> TO INCLUDE THE GIFFORD COMMUNITY ALONG WITH <br /> AREAS SURROUNDING, AND INCLUDING THE VERO BEACH <br /> MUNICIPAL AIRPORT. <br /> WHEREAS, the State of Florida enacted the Florida Enterprise Zone Act, sections <br /> =, 290.001 - 290.016, Florida Statutes, to provide incentives to induce private investment into <br /> distressed areas to create economic opportunities and sustainable economic <br /> development; and <br /> WHEREAS, the economic base of the County is historically dependent on <br /> agriculture and the service industries, resulting in high seasonal unemployment; and <br /> WHEREAS, the Board of County Commissioners recognizes the importance of <br /> private investment into distressed areas to provide a balanced and more diversified <br /> economic base; and <br /> WHEREAS, the Gifford community, along with the adjacent property surrounding <br /> and including the Vero Beach Municipal Airport, meets certain criteria required of a Florida <br /> Enterprise Zone; and <br /> WHEREAS, the Florida Enterprise Zone program will enhance the initiatives <br /> already begun through the Gifford Front Porch program; and <br /> WHEREAS, the proposed designated area has been adversely affected and <br /> continues to suffer extraordinary economic distress due to the historical nature of the local <br /> economy; and <br /> WHEREAS, the proposed designated area suffered major damages as a result of <br /> the 2004 hurricane season; and <br /> WHEREAS, the County's largest private employer, located within the proposed <br /> designated area, provides a $200 million per year economic impact on the County and <br /> sustained over$15 million in damages from the recent hurricanes; and <br /> F:\attorney\mef\resos\reso of support Enterprise Zone.doc 1 <br />
