CHAIRMAN SIEBERT ASKED THE PLANNING DIRECTOR TO OUTLINE- BRIEFLY <br />THE APPLICATION WE INTEND TO MAKE FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT. <br />MR. BRENNAN INFORMED THOSE PRESENT THAT THE PRE—APPLICATION IN <br />THE AMOUNT OF $400,000 HAS BEEN SENT TO THE EAST CENTRAL FLORIDA 'EGIONAL <br />PLANNING COUNCIL AND TO THE DIVISION OF PLANNING, STATE OF FLORIDA, FOR RE— <br />VIEW AS REQUIRED BY LAW, AND THEY WILL FORWARD THEIR RECOMMENDATIONS TO <br />DIRECTLY AS THE DEADLINE IS FEBRUARY 13TH. HE NOTED THAT LAST YEAR WE ADpLIED <br />FOR A GRANT OF $360,000 AND IT WAS APPROVED FOR $300,000. <br />MR. BRENNAN THEN REVIEWED THE APPLICATION FORM .AND THE FIGURES <br />INVOLVED IN DETAIL AND EXPLAINED THAT THE ACTIVITIES INVOLVED ARE THE SAME <br />ACTIVITIES THAT WERE APPROVED IN THE FIRST APPLICATION, BUT IT ALSO INCLUDES <br />THE OSLO ROAD AREA THIS YEAR IN ADDITION'TO THE 14ABASSO AND GIFFORD AREAS. � <br />HE POINTED OUT THAT THE AMOUNTS SET UP FOR ADMINISTRATION, PLANNING AND MAN— <br />AGEMENT HAVE ALL BEEN REDUCED THIS YEAR ON THE BASIS THAT WE HAVE GAINED SOME <br />EXPERIENCE AND WILL.BE ABLE TO DO A BETTER JOB, <br />MR. BRENNAN NOTED THAT THE CONSULTANT HAS NOT BEEN HERE, BUT HAS <br />BEEN CONTACTED BY TELEPHONE AND CORRESPONDENCE 'WHICH SHOULD HELD KEEP THE <br />BILL TO A MINIMUM. HE CONTINUED THAT THE STATEMENT OF NEEDS IS THE SAME <br />AS THAT FOR THE PREVIOUS PROGRAM, BUT THE SHORT TERM OBJECTIVES 4AVE C'HANGED i <br />SOMEWHAT BASED ON WHAT HAS BEEN ACCOMPLISHED DURING THIS LAST YEAR. HE STATED. <br />7 <br />THAT MAPS ARE INCLUDED SHOWING THE GENERAL AREAS !WHERE IMPROVEMENTS ARE TO 1 <br />BE MADE, BUT NO SPECIFICS ARE STATED AS THE .ADVISORY COMMITTEE DECIDES WHERE <br />IMPROVEMENTS ARE MOST NEEDED AND WILL MAKE SPECIFIC DETERMINATIONS AFTER '.lE <br />SEE HOW MUCH MONEY.WE HAVE TO WORK.WITH. <br />CHAIRMAN SIEBERT ASKED IF THE COMMISSIONERS HAD ANY nUESTIONS. <br />COMMISSIONER SCHMUCKER SAID HE WOULD LIKE TO EXPLAIN SOME OF THE <br />THINGS HE AND THE ADMINISTRATOR HAD LEARNED FROM THEIR TRIP TO JACKSONVILLE. <br />HE STATED THAT THEY HAD SPECIFICALLY DISCUSSED THE $400,1000 REQUEST AND TRIED <br />TO SELL H..U.D. ON THE OPERATION WE HAVE DONE SO FAR. HE THEN EXPLAINED THAT <br />THEY HAVE A POINT SYSTEM AND MORE POINTS ARE GIVEN FOR IMPROVING HOMES AND <br />RESIDENCES THAN ARE GIVEN` FOR STREET IMPROVEMENT. HE STATED, HOWEVER, THAT HE <br />AND ADMINISTRATOR .KENNINGS FEEL THAT STREETS AND DRAINAGE OF THE ROADS ARE <br />THE PRIMARY NEEDS OF THE COMMUNITY, BUT IN THIS APPLICATION ARE TRYING TO TURN <br />A LITTLE MORE ATTENTION TO HOME IMPROVEMENTS.
