e
J
HOME IMPROVEMENT AREA WOULD PRESENT A CONTROL PROBLEM, AND IT WOULD BE
NECESSARY TO HAVE A COMMITTEE AND, IN ADDITION, HAVE IT ALL REVIEWED BY THE
COMMISSIONERS IN ORDER TO KEEP A TIGHT CONTROL TO KNOW EXACTLY WHERE THE
MONEY WILL BE GOING, HE STATED THAT HE FELT ADMINISTRATOR JENNINGS HAD DONE
A VERY GOOD JOB ON THE LIST OF OBJECTIVES SET UP LAST YEAR,
ADMINISTRATOR JENNINGS INFORMED THE BOARD THAT WE WERE ONE OF THE
TWO COUNTIES RECEIVING THE LARGEST AMOUNTS OF MONEY LAST YEAR, AND IT IS
POSSIBLE WE MAY NOT GET AS MUCH THIS YEAR. HE CONTINUED THAT THE PROARAM
HAS BEEN EXPANDED INTO POSSIBLY PURCHASING SOME RECREATION PROPERTY, WHICH
WAS NOT INCLUDED LAST YEAR, AND WE WILL ALSO TEAR DOWN SOME OLD, UNIN4ARITED
STRUCTURES THAT CANNOT BE REHABILITATED. HE NOTED THAT CHANGES CAN BE MADE
IN CERTAIN CATEGORIES,.BUT WE ARE GEARING THIS APPLICATION TO GET THE MOST
MONEY WE CAN GET AND CAN WORRY ABOUT -THE DETAILS OF THE PROGRAM AFTERWARDS,
THE ADMINISTRATOR EXPLAINED THAT WE WILL TRY TO ACCOMPLISH AS
MUCH AS WE CAN IN THE NEXT 39 DAYS SO WE CAN GET AS MANY POINTS AS POSSIBLE
FOR WHAT HAS BEEN DONE WITH THIS YEAR'S MONEY AS YOU ARE ACTUALLY COMPETING
AGAINST OTHER AREAS THAT ARE ALSO GOING AFTER THIS MONEY,
CHAIRMAN SIEBERT ASKED IF ANY MEMBERS OF THE CITIZENS ADVISORY
COMMITTEE WOULD LIKE TO SPEAK,
RALPH LUNDY OF 4520 39TH AVE., GIFFORD, TOOK THE FLOOR AND SAID
HE WOULD LIKE TO STATE, FOR THE BENEFIT OF THE PRESS, THAT THE AMOUNT OF
MONEY ASKED FOR FOR HOUSE IMPROVEMENTS WILL NOT ALL BE SPENT FOR DEMOLISHING
HOUSES. IN THE FIRST PLACE, THERE ARE NOT THAT MANY HOUSES TO DEMOLISH, AND
SOME MONEY WILL UNDOUBTEDLY BE USED FOR ADDITIONS TO HOUSING OR RENOVATING
HOUSING IN HARDSHIP CASES,
SIR. BRENNAN CONFIRMED THIS STATEMENT AND NOTED THAT SOME OF THE
MONEY CAN BE SHIFTED AROUND AS WE ARE NOT "LOCKED -IN,"
.JERRY CUMMINGS OF WABASSO-STATED THAT HE WISHED TO MAKE IT CLEAR
THAT THE MONEY WILL NOT BE USED FOR IMPROVING HOUSING IF THE OWNER IS NOT
LIVING IN THE HOUSE NOR WILL IT APPLY WHERE A HOUSE IS BEING RENTED.
J. BLAYNE JENNINGS, ATTORNEY, APPEARED AND DISCUSSED THE POINT
SYSTEM. HE QUESTIONED WHETHER H.U.D. WOULD TAKE INTO CONSIDERATION THE AMOUNT
OF TIME THAT HAS BEEN ALLOWED TO DO THIS WORK AS THERE HASN'T ACTUALLY BEEN .
THAT MUCH TIME AND ALSO WHETHER THE APPLICATION WOULD BE JEOPARDIZED BECAUSE
THE NEEDS IN GIFFORD ARE NOT NECESSARILY FOR HOUSING.
3e
r;
PIAN 291976 y,.
goo( 25 AG,r un3
