I <br />COMMISSIONER SCHMUCKER ANSWERED THAT IT WAS HIS FEELING THAT THE <br />PEOPLE IN .JACKSONVILLE ARE PLEASED WITH THE PROGRESS WE HAVE MADE AND NOTED <br />' THAT EVERYBODY IN THE PROGRAM IS AT THE SAME DISADVANTAGE AS FAR.AS THE TIME <br />ELEMENT GOES. HE FURTHER STATED THAT HE DOES NOT FEEL WE ARE JEOPARDIZIN9 <br />ANYTHING BY CONCENTRATING ON ROADS INSTEAD OF HOUSING, ALTHOUGH THERE IS CER- <br />TAIN CRITERIA FOR A CERTAIN AMOUNT OF POINTS, AND CONTINUED THAT WE HAVE <br />GEARED OUR REQUEST TO TRY TO GET OUR BEST ADVANTAGE, <br />CHAIRMAN SIEBERT STATED THAT HE PERSONALLY FEELS THIS COUNTY HAS <br />ACCOMPLISHED QUITE A BIT AND THAT ANY SUCCESS WE HAVE IS LARGELY DUE TO THE <br />CITIZENS ADVISORY COMMITTEE WHO HAVE SPENT SO MUCH OF THEIR TIME ON THIS. HE <br />FURTHER SAID HE WOULD ENCOURAGE EVERYONE IN THE TARGET AREAS TO GET ACQUAINTED <br />WITH THE COMMITTEE AND LET THEM KNOW WHAT THEIR NEEDS ARE, <br />VAL BRENNAN SAID HE DID GET THE FEELING FROM H.U.D. IN .JACKSONVILLE <br />i <br />THAT THEY UNDERSTOOD THAT BEFORE YOU GET TO THE HOUSING YOU NEED TO IMPROVE <br />THE STREET CONDITIONS. <br />RALPH LUNDY TOOK THE FLOOR AND STATED THAT HE FELT THE COUNTY AD- <br />MINISTRATOR AND PLANNER BOTH ARE DOING A FINE JOB IN PREPARING AND WORKING <br />WITH•THIS PROGRAM, AND HE FELT IT SHOULD BE PUT ON RECORD HOW WELL THEY HAVE <br />WORKED WITH THE COMMISSIONERS IN HELPING ACCOMPLISH THIS GOAL. <br />SIR. BRENNAN STATED THAT HE AND MR. .JENNINGS APPRECIATED THE COM- <br />PLIMENT BUT BOTH FELT THAT IT IS THESE GENTLEMEN ON THE COMMITTEE WHO SERVE <br />WITHOUT PAY AND GIVE OF THEIR TIME WHO DESERVE THE CREDIT, HE ALSO EMPHA- <br />SIZED THE IMPORTANCE OF THE CITIZENS IN THE TARGET AREAS KEEPING THE bMINIS- <br />TRATOR AND HIMSELF AND THE ADVISORY COMMITTEE APPRISED OF THEIR FEELINGS BE- 1 <br />CAUSE THAT IS HOW WE WILL SUCCEED, <br />COMMISSIONER WODTKE INFORMED THE BOARD THAT HE HAD A MEMO FROM <br />H.U.D. WITH A BREAKDOWN OF THE 1975 COMMUNITY DEVELOPMENT BLOCK:GRANT FIGURES <br />FOR FLORIDA WHICH SHOWED THAT THE LARGEST PERCENTAGE OF'THE MONEY AND THE TOP. <br />PRIORITY WAS FOR STREET IMPROVEMENTS; AFTER THAT CAME HOUSING,, RECREATION, <br />i <br />AND ADMINISTRATION.
