I
b
0
VAL BRENNAN, PLANNING DIRECTOR AND A MEMBER OF THE TECHNICAL
ADVISORY COMMITTEE APPEARED AND REVIEWED THE PRE -APPLICATION FOR DIS-
CRETIONARY FUNDS UNDER THE COMMUNITY DEVELOPMENT PROGRAM,
DISCUSSION FOLLOWED REGARDING THE WORDING UNDER "DEMOLITION AND
SITE CLEARANCE".
CHAIRMAN SIEBERT STATED THAT THE WORDING COULD BE MISLEADING: -
AS THE COUNTY WOULD BE REIMBURSED FOR DEMOLITION WORK PERFORMED AND NOT THE
DEVELOPMENT PROGRAM. THE SENTENCE IN QUESTION WAS CHANGED TO READ -"OWNERS
WRITTEN PERMISSION WILL BE OBTAINED WHENEVER POSSIBLE AND WHERE DETERMINED
THAT OWNER IS NOT FINANCIALLY CAPABLE OF PAYING THE COST".
THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD.
J. BLAYNE-.JENNINGS, ATTORNEY APPEARED AND QUESTIONED HOW THE
WORK THAT HAS BEEN COMPLETED UNDER THE COMMUNITY DEVELOPMENT PROGRAM GRANT
FOR 1975 WILL BE SHOWN IN REGARD TO THE MONEY RECEIVED.
THE COUNTY ADMINISTRATOR STATED THAT THE COMMUNITY DEVELOPMENT
ADVISORY COMMITTEE ESTABLISHES THE WORK THAT HAS TO BE DONE, AS SET UP
IN THE COMMUNITY DEVELOPMENT 1975-76 APPLICATION, WITH THE ROAD AND BRIDGE
DEPARTMENT DOING THE WORK. THERE IS A COST ACCOUNTING SYSTEM KEPT AND AS
THE EXPENSES NEAR THE $10,000.00 MARK, A STATEMENT IS SENT TO THE STATE
FOR REIMBURSEMENT. WHEN THE STATEMENT IS SENT TO THE STATE A REPORT IS
ALSO PRESENTED WHICH SHOWS THE AMOUNT OF WORK COMPLETED AND THE AMOUNT OF
WORK REMAINING.
CHARLES MATTHEWS, WITH THE ECONOMIC OPPORTUNITY COUNCIL APPEARED ANDI
STATED THAT INFORMATION TO ALL THE RESIDENTS OF THE AREAS WHERE THIS WORK
IS BEING DONE IS NOT SUFFICIENT - PEOPLE DO NOT KNOW WHAT IS GOING ON.
CHAIRMAN SIEBERT STATED THAT THE.WHOLE PURPOSE OF.THE CITIZENS
ADVISORY COMMISSION IS TO RECEIVE INPUT FROM THOSE COMMUNITIES.
MR. MATTHEWS REQUESTED A GUARANTEED PLAN ON THE PAVING PROGRAM
SO THAT THE MONEY WILL NOT RUN OUT B£FORE.THE PAVING IS COMPLETED OR IF
THE STATE WERE TO STOP THIS PROGRAM TOMORROW.
THE COUNTY ADMINISTRATOR STATED THAT THERE IS NO GUARANTEE THAT .
THE STATE WILL NOT STOP THIS PROGRAM.
MR. MATTHEWS QUESTIONED THE CONSTRUCTION OF THE ROADS AND IF THEY
WILL LAST.
THE COUNTY ADMINISTRATOR EXPLAINED THAT THE ROADS ARE CONSTRUCTED
WITH A SOIL CEMENT BASE WHICH IS THE -SAME MATERIALS USED ON HEAVILY
TRAVELLED ROADS THROUGHOUT THE COUNTY.
R
2
FEB419` - ecor D%
