I <br />b <br />0 <br />VAL BRENNAN, PLANNING DIRECTOR AND A MEMBER OF THE TECHNICAL <br />ADVISORY COMMITTEE APPEARED AND REVIEWED THE PRE -APPLICATION FOR DIS- <br />CRETIONARY FUNDS UNDER THE COMMUNITY DEVELOPMENT PROGRAM, <br />DISCUSSION FOLLOWED REGARDING THE WORDING UNDER "DEMOLITION AND <br />SITE CLEARANCE". <br />CHAIRMAN SIEBERT STATED THAT THE WORDING COULD BE MISLEADING: - <br />AS THE COUNTY WOULD BE REIMBURSED FOR DEMOLITION WORK PERFORMED AND NOT THE <br />DEVELOPMENT PROGRAM. THE SENTENCE IN QUESTION WAS CHANGED TO READ -"OWNERS <br />WRITTEN PERMISSION WILL BE OBTAINED WHENEVER POSSIBLE AND WHERE DETERMINED <br />THAT OWNER IS NOT FINANCIALLY CAPABLE OF PAYING THE COST". <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD. <br />J. BLAYNE-.JENNINGS, ATTORNEY APPEARED AND QUESTIONED HOW THE <br />WORK THAT HAS BEEN COMPLETED UNDER THE COMMUNITY DEVELOPMENT PROGRAM GRANT <br />FOR 1975 WILL BE SHOWN IN REGARD TO THE MONEY RECEIVED. <br />THE COUNTY ADMINISTRATOR STATED THAT THE COMMUNITY DEVELOPMENT <br />ADVISORY COMMITTEE ESTABLISHES THE WORK THAT HAS TO BE DONE, AS SET UP <br />IN THE COMMUNITY DEVELOPMENT 1975-76 APPLICATION, WITH THE ROAD AND BRIDGE <br />DEPARTMENT DOING THE WORK. THERE IS A COST ACCOUNTING SYSTEM KEPT AND AS <br />THE EXPENSES NEAR THE $10,000.00 MARK, A STATEMENT IS SENT TO THE STATE <br />FOR REIMBURSEMENT. WHEN THE STATEMENT IS SENT TO THE STATE A REPORT IS <br />ALSO PRESENTED WHICH SHOWS THE AMOUNT OF WORK COMPLETED AND THE AMOUNT OF <br />WORK REMAINING. <br />CHARLES MATTHEWS, WITH THE ECONOMIC OPPORTUNITY COUNCIL APPEARED ANDI <br />STATED THAT INFORMATION TO ALL THE RESIDENTS OF THE AREAS WHERE THIS WORK <br />IS BEING DONE IS NOT SUFFICIENT - PEOPLE DO NOT KNOW WHAT IS GOING ON. <br />CHAIRMAN SIEBERT STATED THAT THE.WHOLE PURPOSE OF.THE CITIZENS <br />ADVISORY COMMISSION IS TO RECEIVE INPUT FROM THOSE COMMUNITIES. <br />MR. MATTHEWS REQUESTED A GUARANTEED PLAN ON THE PAVING PROGRAM <br />SO THAT THE MONEY WILL NOT RUN OUT B£FORE.THE PAVING IS COMPLETED OR IF <br />THE STATE WERE TO STOP THIS PROGRAM TOMORROW. <br />THE COUNTY ADMINISTRATOR STATED THAT THERE IS NO GUARANTEE THAT . <br />THE STATE WILL NOT STOP THIS PROGRAM. <br />MR. MATTHEWS QUESTIONED THE CONSTRUCTION OF THE ROADS AND IF THEY <br />WILL LAST. <br />THE COUNTY ADMINISTRATOR EXPLAINED THAT THE ROADS ARE CONSTRUCTED <br />WITH A SOIL CEMENT BASE WHICH IS THE -SAME MATERIALS USED ON HEAVILY <br />TRAVELLED ROADS THROUGHOUT THE COUNTY. <br />R <br />2 <br />FEB419` - ec�or D% <br />
