R 2 A 197 <br />COMMISSIONER SCHMUCKER STATED HE DOES NOT FEEL THAT ALL THE <br />IMPROVEMENTS NECESSARILY HAVE TO BE MADE IN THE NEXT FEW MONTHS. HE <br />CONTINUED THAT YOU HAVE BASED YOUR RATE INCREASE ON TWO THINGS — YOUR <br />OPERATING COST OF LAST YEAR AND THE $150,000 CAPITAL EXPENDITURE. <br />POSSIBLY YOU CAN MAKE AN $80,000 CAPITAL EXPENDITURE AND YOUR OPERATING <br />EXPENSES WILL BE SOMETHING HALFWAY IN BETWEEN, AND YOU WOULD NOT NEED <br />TO INCREASE YOUR RATES QUITE SO HIGH, <br />COUNTY COORINATOR THOMAS QUESTIONED MR. EDELSTEIN ABOUT THE <br />"RETAINED EARNINGS" OF $96,000 SHOWN IN THE ACCOUNTING FIGURES. <br />COMMISSIONER WODTKE POINTED OUT THE PROPOSAL PRESENTED SHOWS <br />AN $80,000 ESTIMATE FOR IMPROVING THE WATER, AND ASKED HOW SOON THEY <br />WILL BE ABLE TO SAY HOW THEY ARE GOING TO GO ABOUT IMPROVING THE WATER, <br />MR, BEINDORF STATED THAT THE EMPHASIS HAS BEEN ALMOST ENTIRELY <br />ON THE SEWAGE SITUATION BECAUSE OF THE STATE CITATION. REVERSE OSMOSIS <br />IS A RELATIVELY NEW AND VERY EXPENSIVE TREATMENT AND HE DOUBTED THE <br />RATES WOULD BE HIGH ENOUGH TO JUSTIFY THIS. HE ESTIMATED IT WOULD TAKE <br />5 OR 6 MONTHS AT LEAST TO MAKE PLANS BUT FELT THE SEWAGE PROBLEM CAN BE <br />SOLVED MUCH'MORE QUICKLY. <br />COMMISSIONER WODTKE STATED HE WAS CONCERNED ABOUT A RATE IN- <br />CREASE FOR WATER WHEN WE DON'T KNOW WHAT IMPROVEMENTS WILL BE MADE AND <br />ASKED IF THE COST OF THE SEWER PLANT COULD BE SEPARATED FROM THE COST <br />OF THE WATER PLANT, <br />MR, BEINDORF SAID IT POSSIBLY COULD BE, <br />COMMISSIONER Loy POINTED OUT THAT THE GREAT MAJORITY OF THE <br />CUSTOMERS FALL INTO THE MINIMUM GALLONAGE CLASS, SHE STATED WE ALL <br />REALIZE THAT YOU WAITED FAR TOO LONG TO ASK FOR AN INCREASE, BUT THIS IS <br />A BAD TIME TO ASK FOR AN INCREASE OF THIS MAGNITUDE WHICH WILL PLACE A <br />REAL HARDSHIP ON YOUR CLIENTS, AND I WOULD FEEL THAT ANYTHING OVER A <br />100% INCREASE IS WAY OUT OF LINE. SHE CONTINUED THAT WE REALIZE YOU HAVE <br />BEEN CITED, BUT DO NOT FEEL ANYONE CAN REASONABLY BE EXPECTED TO MAKE <br />ALL THESE IMPROVEMENTS IMMEDIATELY. <br />35• <br />aoc� 2. u,c27 <br />
