MR, TANEN STATED THAT MAYBE THE STATE WON'T SHUT THE PLANT <br />DOWN, BUT THEY HAVE THREATENED US WITH A $5,000 -A -DAY FINE IF WE DON'T <br />COMPLY, AND THE PEOPLE WILL EXPECT BETTER QUALITY WATER IF WE START <br />MAKING IMPROVEMENTS, <br />CHAIRMAN SIEBERT STATED HE FELT THE IMPROVEMENTS PROBABLY SHOULD <br />BE TAKEN IN PHASES AND SAID HE DID NOT FEEL THE COMPANY IS ENTITLED TO <br />A PROFIT BEFORE THEY PERFORM, ESPECIALLY AS IN MANY DEVELOPMENTS THIS IS <br />NOT INTENDED TO BE A PROFIT-MAKING FACILITY, HE SUGGESTED JUST REPLACING <br />THE SEWER PLANT WHICH IS BEING CITED AND POSSIBLY DOING WITHOUT A 1.0% <br />PROFIT PERCENTAGE FOR A WHILE. HE ALSO POINTED OUT TO THE AUDIENCE THAT <br />IF A COST -OF -LIVING INCREASE HAD BEEN REQUESTED PERIODICALLY, THE RATES <br />WOULD PROBABLY BE HIGHER NOW THAN THOSE PROPOSED, <br />ATTORNEY BOGOSIAN SAID HE THOUGHT IT HAD BEEN MADE CLEAR THAT <br />THEY ARE IN VIOLATION OF STATE STANDARDS BOTH ON THE SEWER AND WATER, <br />ALTHOUGH HE ADMITTED THE WATER PROBLEM WAS NOT OF QUITE THE SAME URGENCY <br />AS THE SEWER, HE THEN DISCUSSED RATES GRANTED TO OTHER UTILITY COMPANIES, <br />CHAIRMAN SIEBERT STATED THE PREDICAMENT WE ARE IN IS THAT j <br />WE WANT TO BE SURE THE PLANT IS ON SOUND FOOTING AND WILL CONTINUE TO <br />OPERATE, IT IS OUR RESPONSIBILITY TO SEE THESE PEOPLE HAVE ADEQUATE <br />4 <br />GOOD WATER AND SEWAGE, BUT THE BOARD IS NOT SOLD ON THE INCREASE YOU <br />HAVE ASKED FOR, <br />COMMISSIONER WODTKE SAID THAT HE COULD UNDERSTAND THE TANENS <br />VIEWPOINT AS FINANCIALLY THE'DEVELOPMENT IS NOW THROUGH, AND ASKED IF <br />THERE WERE ANY OTHER UNITS IN THE FRANCHISE THAT COULD BE ADDED TO THE <br />SYSTEM, <br />-MEL TANEN SAID THEY COULD ADD MORE CONNECTIONS, BUT THERE HAS <br />BEEN NO PROJECT OF ANY SIZE THAT HAS REQUESTED THIS, AND IT IS NOT FEASIBLE <br />ON AN INDIVIDUAL BASIS, <br />COMMISSIONER SCHMUCKER STATED HE FEELS THE ONLY SOLUTION IS <br />TO GIVE A LOWER RATE INCREASE AND THEN IN SEVERAL YEARS THEY CAN COME <br />BACK WITH PROVEN COSTS AND MAKE ANOTHER REQUEST AND DO THIS GRADUALLY, <br />
