k'. <br />CHAIRMAN SIEBERT REPORTED THAT HE HAD ATTENDED THE PUBLIC HEAR— <br />ING IN WEST PALM BEACH ON THURSDAY, MARCH 18TH, IN REGARD TO FORMING THE <br />r <br />NEW REGIONAL PLANNING DISTRICT AND HAD NOTIFIED THEM THAT WE AGREED WITH <br />H <br />THEM IN PRINCIPAL, BUT COULD NOT AGREE TOTALLY UNTIL IT WAS DECIDED HOW <br />THE COSTS AND THE METHOD OF VOTING WOULD BE DETERMINED. <br />COMMISSIONER WODTKE INFORMED THE BOARD THAT HE HAD ATTENDED A <br />MEETING IN TAMPA FOR TWO DAYS AS A REPRESENTATIVE FOR THE DISTRICT 18 <br />R <br />MENTAL HEALTH BOARD AND WAS ASKED AT THAT MEETING TO ACCOMPANY THE OTHER <br />REPRESENTATIVES TO TALLAHASSEE, WHICH HE DID. HE CONTINUED THAT HE STUDIED <br />T <br />A.ROUGH DRAFT OF THE BILL IN REGARD TO THE REORGANIZATION OF THE MENTAL <br />• <br />HEALTH PROGRAM, WHICH SEEMINGLY REMOVED MANY OF THE ITEMS PREVIOUSLY OB— <br />JECTED TO, BUT RECEIVED A LATER DRAFT WHICH AGAIN INCLUDED THESE SAME <br />ITEMS, AND HE WAS STILL CONCERNED ABOUT THE MANDATORY FUNDING, THE APPOINT— <br />MENT OF THE DISTRICT ADMINISTRATOR, AND THE POSSIBILITY OF A WEIGHTED <br />VOTING SITUATION. <br />COMMISSIONER WODTKE THEN DISCUSSED THE MATTER OF RESTRICTED <br />TRAFFIC ON 43RD AVENUE FROM OSLO ROAD TO THE SOUTH COUNTY LINE AND STATED <br />v M <br />HE FELT IT MIGHT BE BETTER TO ALLOW TRUCKS TO USE THIS ROUTE. <br />ADMINISTRATOR JENNINGS SAID HE BELIEVED THIS RESTRICTION HAD BEEN <br />PLACED ON BOTH 27TH AND -43RD AVENUES, <br />F <br />THE BOARD INSTRUCTED THE ADMINISTRATOR TO INVESTIGATE THIS <br />MATTER AND REPORT ON IT FOR DISCUSSION AT THE NEXT MEETING. a <br />COMMISSIONER WODTKE NEXT DISCUSSED THE PROBLEM THE D.O.T. WAS <br />HAVING WITH THE VERO ISLES ASSOCIATION IN REGARD TO AN INTERSECTION AT <br />INDIAN RIVER BOULEVARD AND 21ST STREET. HE STATED THAT THE D.O.T. HAS <br />TRIED TO COOPERATE AND HAS BEEN AGREEABLE TO PUT THE INTERSECTION AT <br />EITHER 21ST STREET OR 23RD STREET, ALTHOUGH THEY GREATLY PREFER THE 21ST <br />STREET LOCATION, BUT THE VERO ISLES ASSOCIATION NOW WISHES THIS INTERSEC— <br />TION LOCATED AT STARFISH DRIVE. THE D.O.T. FEELS THIS LOCATION WILL CAUSE <br />MANY PROBLEMS AS IT CANNOT BE SIGNALIZED AND LEFT TURNS WOULD BE VERY <br />HAZARDOUS. <br />COMMISSIONER WODTKE CONTINUED THAT THE CITY OF VERO BEACH HAS =" <br />i <br />VOICED NO OBJECTION TO THE STARFISH DRIVE LOCATION, BUT HE FELT IT IS THE E <br />• COUNTY'S PROBLEM RATHER THAN THE CITY'S AS IT IS COUNTY MONEY BEING SPENT <br />AND WE SHOULD BE CONCERNED ABOUT SERVING ALL THE PEOPLE RATHER THAN JUST <br />A FEW. <br />46 <br />
