See attached Exhibit "A", Scope of Services <br />2. a) Most projects are administered by or through State Transportation Departments or <br />Federal agencies. <br />b) Territorial highway projects are funded in the same manner as other Federal -aid <br />highway projects, with territorial transportation agency functioning as the State <br />Transportation Agency. Eligible activities and allowable costs will be determined in <br />accordance with Title 23 and the OMB cost principles applicable to the recipient/sub- <br />recipient. <br />c) The Emergency Relief (ER) program is intended to aid State in repairing road facilities <br />which have suffered widespread serious damage resulting from a natural disaster over a <br />wide area or serious damage from a catastrophic failure. <br />
