4 <br />L <br />0 -r <br />ATTORNEY COLLINS NOTED THE WHOLE PROBLEM REVOLVED AROUND THIS <br />QUESTION, BUT HE FELT THE ORDINANCE WAS MEANT TO BE A GUIDE AND SHOULD IN- <br />CLUDE THE ABILITY TO REZONE WITHOUT BEING IN CONFORMANCEF WITH THE MASTER <br />PLAN. HE CONTINUED THAT IT HAS BEEN SUGGESTED THAT ALL THE REZONING REQUESTS <br />IN CONFLICT WITH THE MASTER PLAN BE SAVED UP FOR A'.YEAR AND THEN BE REVIEWED <br />TO SEE HOW THEY WOULD AFFECT THE MASTER PLAN AS A WHOLE, <br />COMMISSIONER SCHMUCKER STATED HE DID NOT SEE HOW YOU CAN BE <br />FROZEN TO THE MASTER PLAN AREAS AS THEY ARE "BLOBS` AND MEANT TO BE <br />GENERAL RATHER THAN SPECIFIC LOCATIONS. <br />CHAIRMAN SIEBERT NOTED THAT YOU CAN ALWAYS CHANGE THE MASTER <br />PLAN, BUT FIRST YOU MUST JUSTIFY A CHANGE IN THE MASTER PLAN AND THEN REZONE. <br />DISCUSSION CONTINUED IN REGARD TO THE MASTER PLAN AS OPPOSED TO <br />SPECIFIC ZONING, AND COMMISSIONER WODTKE STATED THAT HE WOULD LIKE TO GET <br />AN ORDINANCE AND START WORKING TOWARDS BRINGING OUR ZONING AS MUCH AS <br />POSSI R.E IN COMPLIANCE WITH THE MASTER PLAN, USING THE BASTER PLAN AS A <br />GUIDE. <br />ATTORNEY COLLINS POINTED OUT THAT IN ORDER TO STRUCTURE THE <br />ORDINANCE, THEY MUST KNOW WHETHER YOU CAN REZONE PROPERTY THAT IS IN CONFLICT <br />WITH THE MASTER PLAN WITHOUT CHANGING: THE MASTER PLAN, <br />AFTER FURTHER DISCUSSION, ON MOTION BY COMMISSIONER SCHMUCKER, <br />SECONDED BY COMMISSIONER MASSEY, CHAIRMAN SIEBERT VOTED IN OPPOSITION, THE <br />BOARD INSTRUCTED THE ATTORNEY TO DRAW UP THE IMPLEMENTING ORDINANCE FOR THE <br />MASTER PLAN AS A GUIDE THAT WOULD PERMIT REZONING IN NON-CONFORMANCE WITH THE <br />MASTER PLAN. <br />THE BOARD THEN RECESSED AT 12:10 P. M. AND RECONVENED: AT <br />1:30 O'CLOCK P. M. CHAIRMAN SIEBERT ANNOUNCED THAT COMMISSIONER MASSEY <br />WOULD RETURN TO THE MEETING LATER AS HE HAD GONE WITH COUNTY COORDINATOR <br />THOMAS TO WABASSO TO MAKE AN ON-SITE INSPECTION OF THE CONSTRUCTION OF THE <br />NEW BOAT RAMP. <br />J <br />
