FACILITIES ON A CONTROLLED BASIS <br />COMMISSIONER SCHMUCKER STATED THAT HE DOUBTED THAT HE, AS AN <br />INDIVIDUAL, WOULD BE ALLOWED TO PUT A PISTOL RANGE IN A RESIDENTIAL AREA. <br />REVEREND ROBERT FOSTER OF THE TABERNACLE BAPTIST CHURCH, <br />LOCATED NEAR THE AREA UNDER DISCUSSION, EXPRESSED FIRM OPPOSITION TO A <br />PISTOL RANGE BEING ALLOWED. HE INFORMED THE BOARD THAT THEY HAVE APPROXIMATELY <br />18 SCHOOL CHILDREN ROAMING THE CHURCH GROUNDS; THEY ALSO HAVE CHURCH SERVICES. <br />FREQUENTLY AND HOLD SOCIAL FUNCTIONS ON THE GROUNDS. <br />CHAIRMAN SIEBERT ASKED DBWEY WALKER, ZONING DIRECTOR, TO <br />COMMENT ON ALLOWING A PISTOL RANGE IN RESIDENTIAL ZONING. <br />MR. WALKER STATED THAT R-1 ZONING ALLOWS PUBLIC BUILDINGS AND <br />CIVIC ORGANIZATIONS AND THERE WOULD BE NO VIOLATION. <br />ATTORNEY COLLINS STATED THAT HE CONCURRED WITH THE ZONING <br />DIRECTOR AS THE ORDINANCE ALLOWS PARKS AND PLAYGROUNDS IN R-1 ZONING, AND <br />IT IS MERELY A MATTER OF INTERPRETATION AS TO WHAT COULD BE ALLOWED IN <br />A PARK. HE CONTINUED THAT IF THE BOARD DID NOT WANT THE PROPERTY USED <br />AS A PISTOL RANGE, --T IS COULD BE INCLUDED IN THE LEASE, <br />COUNTY COORDINATOR THOMAS STATED THAT THE REAL PROBLEM IS <br />FINDING A BIG ENOUGH PIECE OF LAND IN AN ISOLATED SPOT. THE MAIN REASON <br />FOR CHOOSING THE LAND UNDER DISCUSSION IS THAT NEITHER THE PROPERTY TO THE <br />SOUTH NOR TO THE WEST IS CURRENTLY DEVELOPED, <br />THE CHAIRMAN ASKED REVEREND FOSTER IF THERE WOULD BE ANY <br />OBJECTION TO DEVELOPING THIS PROPERTY INTO A RECREATIONAL AREA IF A PISTOL <br />RANGE WERE NOT INCLUDED. <br />THE REVEREND SAID HE WOULD NOT OBJECT TO THAT. <br />DISCUSSION FOLLOWED IN REGARD TO A COOPERATIVE USE OF THE CITY <br />OF VERO BEACH PISTOL RANGE, AND CHAIRMAN SIEBERT STATED THAT HE WOULD NOT <br />BE AVERSE TO IMPROVING THE EXISTING RANGE OR FINDING ANOTHER LOCATION, BUT <br />DID NOT FEEL THE LOCATION REQUESTED IS PROPER FOR A PISTOL RANGE, <br />COMMISSIONER WODTKE ASKED IF THE RECREATIONAL COMPLEX AND THE <br />PISTOL RANGE COULD BE IN SEPARATE LOCATIONS. <br />ApR -2 197 _. �... <br />5 <br />
