THEREFORE, <br />WITH THE ADMINISTRATOR°S CONCURRENCE, HE HAS ADDED $30,000 AS "REPROGRAMMED <br />UNOBLIGATED FUNDS FROM PRIOR PROGRAM YEAR," TO NOTIFY H.U.D. THAT WE HAVE <br />A CARRY-OVER. THESE UNUSED FUNDS MUST BE USED FOR THE PURPOSE FOR WHICH <br />THEY WERE ORIGINALLY APPROVED. IF THIS MONEY SHOULD BE EXPENDED BEFORE <br />JULY, WE WILL AMEND THE APPLICATION. <br />MR. BRENNAN NEXT DISCUSSED :HE STATEMENT OF NEEDS AND NOTED <br />THAT A HOUSING SURVEY MUST BE DONE TO DETERMINE THE HOUSING NEEDS, AND THE <br />NUMBER OF HANDICAPPED AND ELEDERLY MUST ALSO BE DETERMINED. HE CONTINUED <br />THAT WHEN WE MADE THIS APPLICATION LAST YEAR, WE DEVELOPED OUR HOUSING <br />NEEDS AS NEEDING REHABILITATION OF HOUSING RATHER THAN NEW HOUSING. SEC- <br />TION 8 HOUSING ASSISTANCE MONEY WAS SUPPOSED TO BE GIVEN TO THE COUNTY <br />THREE YEARS AGO, BUT WAS ONLY ALLOTTED LAST YEAR IN THE AMOUNT OF $108,000. <br />H.U.D. IS SUPPOSED TO PUT A NOTICE IN THE LOCAL NEWSPAPER TO LET CONTRAC- <br />TORS KNOW THAT THIS MONEY IS AVAILABLE, AND SINCE WE HAVE STATED WE NEED <br />REHABILITATION, IT WILL BE ADVERTISED FOR CONTRACTORS TO REHABILITATE <br />HOUSES RATHER THAN BUILD LOW COST HOUSING. MR. BRENNAN NOTED THAT UNTIL <br />RECENTLY THERE HAS BEEN NO PARTY INTERESTED IN BUILDING LOW INCOME HOUSING <br />UNDER SECTION S. <br />CHAIRMAN SIEBERT INQUIRED AS TO WHAT WAS CONSIDERED LOW-COST <br />HOUSING, <br />MR, BRENNAN STATED THAT IT HAS NOTHING TO DO WITH THE ACTUAL <br />DOLLAR COST OF THE HOUSING. THE GOVERNMENT LOOKS AT THE INCOME OF THE <br />PEOPLE TO DETERMINE WHAT THEY CAN AFFORD, AND THEN THE GOVERNMENT SUBSI- <br />DIZES THE REMAINDER. IN THIS WAY THE DEVELOPER CAN GET A MORTGAGE. <br />CHAIRMAN SIEBERT ASKED WHAT SECTION S HAS TO DO WITH OUR <br />COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION. <br />. MR. BRENNAN EXPLAINED THAT THESE ARE TWO ENTIRELY DIFFERENT <br />PROGRAMS, BUT ONE IS PREDICATED ON THE OTHER AS H.U.D. DETERMINES OUR <br />HOUSING NEEDS BY WHAT WE STATE IN OUR APPLICATION. <br />COMMISSIONER SCHMUCKER NOTED THAT OUR COMMUNITY DEVELOPMENT <br />BLOCK GRANT PROGRAM DOES NOT HAVE A SECTION 8 IN IT, AND HIS SUGGESTI:ON-IS <br />TO GET INTO A LIMITED REHABILITATION UNDER THE COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM AND NOT GET INVOLVED IN ALL THE CONTRACTURAL OBLIGATIONS AND <br />RED TAPE INVOLVED UNDER SECTION H. <br />9 <br />APR 2.8 117 6 ..2-5 vn 4.7 <br />11 <br />
