implementation activities as outlined for the <br />assistance strategies identified, or for the <br />provision of support services as identified in <br />this Plan. <br />d. All funds deposited into the local housing <br />assistance trust fund. for each_.s.tate- fiscal year <br />shall be encumbered within 12 months following the <br />end of the fiscal year and shall be expended within <br />24 months following the end of the fiscal year. <br />5. Housing Unit Sales/Purchase Price <br />In no case shall the sale/purchase price of new or existing <br />eligible housing exceed 90 percent. of. theaverage area <br />purchase price where the eligible housing is located. Per <br />Florida. Housing Finance Corporation, 900 of the average <br />purchase price for Indian River County is $255,930.00 for new <br />homes and $177,366.00 for existing homes. Since the county is <br />allowed to establish a lower limit, the maximum purchase price <br />for both new homes and existing homes for Indian River County <br />is hereby established as $154,696.00, corresponding to the <br />FHA's maximum purchase price for the county. The <br />sale/purchase price of a home includes all components that <br />make up the home's total value including land value, site <br />improvements, impact fees, and unit construction costs. <br />6. Combined Assistance Strategy Awards for Housing Units <br />Eligible sponsors or persons may qualify to receive assistance <br />under one or more of the IRCLHAProgram's Assistance <br />Strategies. The following limitations and requirements apply <br />to applicants receiving assistance under more than one <br />Assistance Strategy: <br />a. The combined maximum monetary award per housing <br />unit which may be provided from any one or more of <br />the IRCLHAProgram Assistance Strategies shall not <br />exceed the combined maximums allowed by appropriate <br />strategies for appropriate income category. <br />b. The income status of an eligible person occupying a <br />housing unit receiving assistance from one or more <br />IRCLHAProgram Assistance Strategies shall comply <br />with the income classification restrictions as <br />specified by the applicable Strategies. <br />7. Insurance and .Property Tax Requirements for Assisted <br />Housing Units <br />a. All owners shall maintain valid Homeowners <br />
