ATTORNEY KRAMER INFORMED THE BOARD THAT THE ALTERNATE ORDINANCE <br />THEY ARE SUGGESTING IS DIFFERENT ONLY IN SECTION 5, IN THIS SECTION <br />THEY ARE BASICALLY SUGGESTING FIRST THAT WITHIN A FIXED TIME THE ZONING <br />ORDINANCE BE REVIEWED AND REDRAFTED TO CONFORM WITH THE ELEMENTS OF THE <br />MASTER PLAN, SUCH AS MEDIUM OR HIGH DENSITY, ETC, THEN NEXT THEY ARE <br />SUGGESTING TAKING THE COUNTY ON A SECTION BY SECTION BASIS AND SCHED- <br />ULING PUBLIC HEARINGS ON EACH. HE STATED THAT IN THIS WAY YOU WILL BE <br />ADJUSTING YOUR PLAN AS YOU GO ALONG, THE PUBLIC WILL HAVE THEIR SAY, AND <br />YOU WILL HAVE ZONING THAT IS CONSISTENT. HE NOTED THAT IF YOU CONTINUE <br />TO ALLOW ZONING INCONSISTENT WITH THE PLAN, YOU WILL BE LOOKING AT MORE <br />AND MORE PROBLEM AREAS, <br />COMMISSIONER MASSEY ASKED IF "CONSISTENT" WAS INTENDED TO <br />MEAN IN A GENERAL AREA OR A SET PIECE OF LAND, AS HE FELT IF YOU ARE <br />TOO SPECIFIC, YOU COULD AFFECT THE VALUE OF THE LAND, <br />ATTORNEY KRAMER STATED THAT THE "BLOBS" ON THE MASTER LAND <br />USE MAP WOULD HAVE TO BE DEFINITELY'BOUNDED, WHICH WOULD BE ACCOMPLISHED <br />BY THE PUBLIC HEARINGS HELD ON EACH SECTION. B' <br />f <br />CHAIRMAN SIEBERT WONDERED WHETHER BY SQUARING OFF THESE <br />BOUNDARIES, WE MIGHT LOSE SOME OF OUR LOCAL CONTROL OVER WHAT ZONING CAN <br />OR CANNOT BE GRANTED$ <br />ATTORNEY KRAMER AGREED THIS WAS POSSIBLE, BUT FELT IT COULD k <br />BE TAKEN CARE OF BY THE PUBLIC HEARINGS AND IN THE ORDINANCE TO SOME EXTENT. <br />COMMISSIONER SCHMUCKER POINTED OUT THAT THE ZONING BOARD IS <br />AND HAS BEEN ZONING IN CONFORMANCE WITH THE COMPREHENSIVE LAND USE PLAN <br />EVER SINCE IT WAS APPROVED. HE STATED THAT THEY LOOK AT THE LAND USE <br />MAP EVERY TIME THEY REZONE AND EVEN NOW ARE IN THE PROCESS OF REZONING <br />CERTAIN SECTIONS OF THE COUNTY, BUT IT WILL TAKE A LONG TIME. <br />r: <br />CHAIRMAN SIEBERT STATED THAT WHEN WE DID ADOPT THE MASTER <br />PLAN,.HE WAS CONCERNED THAT IT MIGHT BE DISREGARDED, BUT FOR THE RECORD, <br />HE HAS KEPT TRACK AND THERE HAS NOT BEEN A REZONING IN THE COUNTY IN- E <br />CONSISTENT WITH THE GRAPHICS OF THE LAND USE IAP. <br />
