GRAMMER AGAIN EXPLAINED THE FIGURES HE WORKED WITH TO ARRIVE <br />AT THE RATE INCREASE. <br />CHAIRMAN SIEBERT ASKED IF ANYONE IN THE AUDIENCE WISHED TO BE <br />HEARD. <br />RICHARD BOGOSIAN, ATTORNEY REPRESENTING THE 32 CONDOMINIUM OWNERS, <br />TOOK THE FLOOR, AND WENT OVER THE HISTORY OF THE PROPERTY IN (QUESTION, <br />NOTING THAT ORIGINALLY THIS ENTIRE AREA WAS COVERED UNDER THE ROCKRIDGE <br />WATER AND SEWER FRANCHISE, GRANTED IN 1959, THIS PARTICULAR AREA WAS <br />TRANSFERRED TO MID -FLORIDA UTILITIES, AND THEY ASSIGNED A PIECE TO <br />RATHBUN AND WILLIAMS, WHO BUILT A PLANT WITHOUT ANY RATES EVER HAVING <br />BEEN ESTABLISHED. THEY PLANNED A DEVELOPMENT OF 144 CONDOMINIUMS, BUT <br />BUILT JUST THE ONE BUILDING WITH 32 UNITS IN IT, AND AT THE TIME OF SALE <br />EACH OWNER WAS GIVEN A SHEET INDICATING THE ESTABLISHMENT OF MONTHLY <br />SEWER RATES AT $4.75. ATTORNEY BOGOSIAN CONTINUED THAT IF THE PLANNED <br />DEVELOPMENT HAD GONE TO FRUITION, HE DOES NOT FEEL THERE WOULD HAVE BEEN <br />ANY PROBLEM AS THEY WOULD HAVE THE MONEY THEY NEED TO OPERATE THE PLANT, <br />BUT THE DEVELOPMENT FLOPPED AND NOW THEY ARE ASKING THE 32 OWNERS TO <br />BEAR THE EXPENSE OF RUNNING THE PLANT. MR. BOGOSIAN SAID HE HOPED THE <br />BOARD WOULD NOT PENALIZE THESE PEOPLE BY GRANTING ANY INCREASE AT THIS <br />TIME BECAUSE THE DEVELOPMENT WAS NOT SUCCESSFUL. MR.
