CHAIRMAN WODTKE INFORMED THE BOARD THAT ADMINISTRATOR .JENNINGS <br />HAS WORKED UP SOME BASIC COSTS IN REGARD TO MATERIAL COSTS FOR STREET <br />PAVING, <br />ADMINISTRATOR JENNINGS NOTED THAT ROADS CAN BE BUILT IN A <br />NUMBER OF DIFFERENT WAYS AND WHEN YOU DO NOT KNOW WHAT WILL BE REQUIRED <br />TO PAVE EACH ROAD, JT IS DIFFICULT TO SET A UNIFORM PRICE AS YOU WOULD <br />HAVE TO HAVE A MARK-UP FOR CONTINGENCIES, SUCH AS EXTRA MARL OR DRAINAGE <br />PROBLEMS. HE SUGGESTED THAT THE BOARD CONSIDER ADOPTING AN ACTUAL COST <br />FIGURE SO THAT WHEN PEOPLE COME IN WITH PAVING REQUESTS, TH"Y CAN BE <br />GIVEN A DEFINITE COST PER LINEAL FOOT, ALL THE PROCESSING, TESTING, <br />ENGINEERING, ETC., WOULD BE DONE BY THE COUNTY AND WOULD NOT BE INCLUDED <br />IN THIS FIGURE, IN THIS WAY A PROPERTY OWNER WOULD KNOW THE COST <br />IMMEDIATELY AND BE ABLE TO DECIDE WHETHER HE WANTED TO PARTICIPATE, <br />COMMISSIONER SIEBERT ASKED IN THE EVENT YOU HAVE A REQUEST FOR <br />PAVING A CERTAIN ROAD, BUT ONLY 75% OF THE PROPERTY OWNERS WANT -TO <br />PARTICIPATE, CAN YOU DO IT? <br />ADMINISTRATOR JENNINGS STA'':cD THE PROBLEM IS THAT USUALLY <br />THERE ARE ONE OR TWO PEOPLE WHO DO NOT WANT TO PARTICIPATE, AND THE <br />REQUEST STOPS AT THIS POINT. HE NOTED THAT UNDER OUR PRESENT REGULATIONS <br />WE CANNOT ASSESS FOR PARTICIPATION IN ROAD PAVING COSTS, <br />ATTORNEY COLLINS NOTED THAT THERE IS STATUTORY AUTHORITY <br />WHEREBY YOU COULD SET THIS UP. <br />COMMISSIONER SIEBERT ASKED ADMINISTRATOR JENNINGS IF HE WOULD <br />RECOMMEND ESTABLISHING CERTAIN TIMES OF THE YEAR TO REVIEW THESE STREET <br />PAVING REQUESTS OR JUST TAKE THEM ON A FIRST COME, FIRST SERVED BASIS, <br />THE ADMINISTRATOR DID NOT BELIEVE, IF THIS PROGRAM WERE SET UP, <br />THAT THERE WOULD BE MORE REQUESTS THAN THE COUNTY COULD HANDLE AND FELT <br />WHEREVER PEOPLE WERE WILLING TO PARTICIPATE IN THE PLACING OF AN ALL- <br />WEATHER SURFACE ON A ROAD, WE SHOULD GO AHEAD.- HE NOTED THAT THESE ROADS <br />WOULD ALL BE BUILT TO COUNTY STANDARDS. <br />COMMISSIONER SCHMUCKER BROUGHT UP THE PROBLEM OF A MAIN LATERAL <br />RAOD WHERE PEOPLE WHO WANT IT PAVED, DO NOT ACTUALLY LIVE ON IT, <br />COMMISSIONER SIEBERT FELT WE MUST DECIDE WHETHER OR NOT WE WILL <br />REQUIRE 100% PARTICIPATION. <br />CHAIRMAN WODTKE NOTED THAT SINCE HE HAS BEEN ON THE BOARD, WE <br />n <br />11 <br />NOV 171976 <br />et 97 to <br />
