HAVE HAD NUMEROUS REQUESTS FOR .STREET PAVING AND HE IS CONCERNED ABOUT <br />GETTING STARTED SOMEWHERE, WHICH IS WHY IN BUDGET SESSION HE ASKED THAT <br />$25,000 BE PUT ASIDE TO GO INTO WHATEVER PROGRAM WE COME UP WITH. HE <br />STATED THAT HE WOULD LIKE TO TAKE THIS MONEY AND SET UP A PROGRAM TO <br />ENCOURAGE PEOPLE AND WOULD ALSO LIKE TO SEE THE COUNTY PARTICIPATE IN <br />SOME PART OF THE MATERIAL COSTS. HE THEN DISCUSSED MAKING A LIST AND <br />SETTING UP PRIORITIES. <br />ADMINISTRATOR JENNINGS POIFTED OUT THAT .THE BOARD HAS THE <br />AUTHORITY TO PAVE ANY COUNTY ROAD THAT CARRIES GENERAL PUBLIC THROUGH <br />TRAFFIC, AND HE FELT WE ARE TALKING ABOUT TWO DIFFERENT TYPE THINGS, <br />NOTING THAT WE HAVE A PRIORITY LIST FOR SECONDARY TYPE ROADS AND ANOTHER <br />WOULD BE A LIST WHERE PEOPLE WHO LIVE IN A SUBDIVISION WANT THEIR ROADS <br />UPGRADED. <br />COMMISSIONER Loy STATED THAT SHE DID NOT FEEL THE SECONDARY ROADS <br />SHOULD BE CONSIDERED. <br />CHAIRMAN WODTKE AGREED THERE ARE DIFFERENCES BETWEEN ROADS IN <br />RESIDENTIAL AND COMMERCIAL AREAS, BUT THERE ARE AREAS WHERE WE NEED TO <br />PARTICIPATE AND HF FELT WE MUST SET UP SOME TYPE OF POLICY. <br />DISCUSSION CONTINUED IN REGARD TO SETTING UP A POLICY AND THE <br />MANY PROBLEMS INVOLVED. <br />CHAIRMAN WODTKE STATED HE DID NOT FEEL WE CAN HAVE AN OPEN-END <br />TYPE POLICY WITHOUT SPECIFIC MONEY BEING SET ASIDE WITHIN A BUDGET PERIOD. <br />HE BROUGHT UP THE POSSIBLE PAVING OF COMMERCE AVENUE WHICH HAS BEEN <br />REQUESTED SEVERAL TIMES BEFORE THIS YEAR. <br />COMMISSIONER Loy SUGGESTED AUTHORIZING THE ADMINISTRATOR AND <br />THE ATTORNEY TO DRAFT A POLICY TAKING INTO CONSIDERATION THE $25,000 <br />THE COUNTY HAS ALLOCATED TO BE USED FOR PARTICIPATING WITH PROPERTY <br />OWNERS FOR ROAD PAVING PURPOSES - THE COUNTY TO DO THE PREPARATION OF THE <br />ROADS AND PARTICIPATE TO THE EXTENT OF 25% OF THE COST OF THE ACTUAL <br />PAVING, PROVIDED WE HAVE 100% PARTICIPATION FROM INVOLVED PROPERTY OWNERS, <br />AND AT THIS POINT ACCEPTING REQUESTS ON A FIRST COME, FIRST SERVED BASIS. <br />SHE FELT IN DUE TIME WE WILL HAVE TO PREPARE AN ORDINANCE WHERE WE HAVE <br />THE AUTHORITY TO ASSESS THE PERCENTAGE THAT DON T WANT TO PARTICIPATE. <br />DISCUSSION FOLLOWED IN REGARD TO 100% PARTICIPATION, AND IT <br />WAS ESTABLISHED THAT THIS WAS MEANT TO BE 100% PARTICIPATION IN REGARD TO <br />THE COST AND NOT 100 PARTICIPATION BY ALL PROPERTY OWNERS. <br />il <br />12 <br />s�a7a 23 <br />
