t i <br />4 <br />RESOLUTION NO. 2003-133 <br />3. TERM OF OFFICE. <br />The term of office for each member shall be two years. <br />4. POWERS AND DUTIES <br />The Public Library Advisory Board shall have the power and duty to: <br />a. Assess the needs and develop recommendations for establishing <br />one county -wide library system. <br />b. Develop specific five, ten, and twenty-year goals regarding <br />facilities and operation of the Indian River County Public Library <br />System. <br />c. To review such goals annually and revise, if appropriate, to avoid <br />stagnation and to maintain realistic objectives. <br />d. Develop specific recommendations to achieve the five-, ten-, and <br />twenty-year goals, such recommendations should include, but are <br />not limited to the following: type of facility, sites for necessary <br />facilities, acquisition for collections, materials, or equipment <br />funding sources. <br />e. Advise the Board of County Commissioners and keep abreast of <br />any funding available from state or federal sources or any <br />relevant changes in state or federal law. <br />f. Conduct public workshops as may be necessary. <br />g. To act in an advisory capacity to the Board of County <br />Commissioners on matters related to the Public Library System. <br />h. To act as liaison between any "friends of the libraries" or similar <br />organizations and the Board of County Commissioners of Indian <br />River County. <br />5. ADVISORY STATUS. <br />The Public Library Advisory Board shall be advisory only and the members shall <br />serve without compensation. <br />6. GENERAL PROVISIONS. <br />The provisions of Title 1, Chapter 103, relating to advisory boards and commissions <br />shall apply to this Committee.
