• <br />s <br />RESOLUTION NO.2003-131 <br />c. A representative of commercial fishermen, preferably a person affiliated <br />with a commercial fishing organization; <br />d. A representative of recreational boats, preferably a person affiliated with <br />a recreational boating organization; <br />e. At least two persons, not necessarily affiliated with a particular user <br />group of the Indian River Lagoon, but who have expressed an interest in <br />the objectives of this committee; <br />f. One person from each governmental agency having jurisdiction for land <br />or water management within the Narrows Watershed including the <br />Indian River Farms Water Control District, the Florida Wildlife <br />Commission, the Fellsmere Water Control District, the Indian River <br />County Mosquito Control District and the City of Vero Beach. <br />3. TERM OF OFFICE. <br />The term of office for each member shall be two years. <br />4. POWERS AND DUTIES. <br />The Marine Advisory Narrows Watershed Action Committee shall have the power <br />and duty to: <br />a. Prepare and recommend policies, and, where possible, specific <br />plans relating to: <br />1. Preservation and enhancement of recreational uses in the <br />Indian River Lagoon. <br />2. Protection and improvement of water quality and marine <br />habitat in the Indian River Lagoon. <br />3. Minimization of the adverse impacts on the Indian River <br />Lagoon from all forms of pollution, development, <br />stormwater run-off and over -fishing. <br />4. Utilization of the Indian River Lagoon and its renewable <br />resources in ways proven not to degrade water quality, <br />marine habitat, recreational utility and natural beauty. <br />5. Intergovernmental coordination with respect to surface and <br />stormwater management, stormwater/fresh water flow, <br />wetlands protection, wetlands seagrass and flood plain <br />management and pollution loading. <br />2 <br />
