COWELL FELT THAT SOME METHODS COULD BE ELIMINATED BECAUSE <br />THEY OBVIOUSLY WOULD BE TOO COSTLY, <br />MR. YOUNG CONCURRED THAT YOU COULD ELIMINATE THOSE THAT YOU DO <br />'NOT FEEL ARE A VALID CONSIDERATION. <br />THE INTERVIEW CONCLUDED AT THIS POINT AND MR, COWELL AND MR, <br />YOUNG LEFT THE COMMISSION ROOM, <br />MESSRS. PHILLIP SEARCY AND RICHARD OLNEY APPEARED, REPRESENTING <br />POST, BUCKLEY, SCHUN & ,JERNIGAN , INC. <br />COMMISSIONER LOY DETERMINED THAT THERE WERE NO OTHERS PRESENT <br />IN THE COMMISSION ROOM THAN THE REPRESENTATIVES OF POST, BUCKLEY, SCHUH <br />$ .JERNIGAN, INC., AND INFORMED THEM THAT THIS INTERVIEW IS BEING CONDUCTED <br />AS REQUIRED IN PARAGRAPH Z, STATE RESOURCE RECOVERY MANAGEMENT PROGRAM, <br />CHAPTER 17-7, FLORIDA ADMINISTRATIVE CODE, <br />PHILLIP SEARCY MADE THE PRESENTATION AND NOTED THAT HE IS A <br />GRADUATE IN ENVIRONMENTAL ENGINEERING AND HAS SPENT SIX YEARS WORKING WITH <br />THE FEDERAL AIR POLUTION PROGRAM AND NINE YEARS IN COUNTY GOVERNMENT IN <br />FLORIDA. MR, SEARCY INFORMED THE BOARD THAT THEY ARE A FLORIDA OWNED AND <br />. OPERATED FIRM, WHICH FIRM IS, IN FACT, OWNED AND OPERATED BY ITS EMPLOYEES, <br />HE STATED THAT THEY ARE INVOLVED IN GENERAL CIVIL ENGINEERING - PLANNING <br />SERVICES - TRANSPORTATION ENGINEERING - SURVEYING AND ENVIRONMENTAL <br />ENGINEERING, WHICH IS THEIR BIGGEST PROGRAM, HE NOTED THAT THEIR ACTIVITIES <br />RANGE FROM STUDIES AND REPORTS ON UTILITY STYSTEMS ALL THE WAY THROUGH <br />DESIGN AND CONSTRUCTION, FINANCIAL PLANNING, AND THEY EVEN GET INVOLVED <br />IN THE DEVELOPMENT OF MANAGEMENT SYSTEMS, MR. SEARCY CONTINUED THAT THEY <br />HAVE ESTABLISHED THEIR REPUTATION IN THE ENVIRONMENTAL FIELD IN FLORIDA <br />AS BEING A FIRM RESPONSIVE TO THEIR CLIENT S NEEDS, HE NOTED THAT THEY <br />s <br />STUDY THE STATE REQUIREMENTS DELIGENTLY AND FEEL THE COUNTY NEEDS SOMEONE <br />TO HELP SEPARATE THE WHEAT FROM THE CHAFF, PULL THE RED TAPE APART AND <br />FOR THE TIME AND EFFORT SPENT, ABLE TO END UP WITH SOMETHING THAT CAN BE <br />IMPLEMENTED, <br />MR, SEARCY INFORMED THE BOARD THAT THEIR WORK HAS BEEN CONCENTRATED <br />IN SERVING FLORIDA COMMUNITIES AND COUNTIES, HE REVIEWED WHAT THEY HAVE <br />BEEN DOING IN THEIR ENVIRONMENTAL PROGRAM AND EMPHASIZED THAT DURING THE <br />7 <br />DEC 8 1976 era} 27 rx:42 <br />
