MR. BRENNAN THEN READ TO THE BOARD A LIST OF THE ELIGIBLE ACTIVI- <br />TIES FOR THE USE OF THESE FUNDS, WHICH HE POINTED OUT AUTHORIZED PUBLIC <br />WORKS IMPROVEMENTS INCLUDING SUCH ACTIVITIES AS STREET IMPROVEMENTS AND <br />CERTAIN UTILITIES AND DRAINAGE IMPROVEMENTS. <br />COUNTY PLANNER BRENNAN EXPLAINED THAT HUD HAS SET UP THRESHOLD <br />FACTORS ON WHICH RATINGS OF THE APPLICATIONS WILL BE BASED AS FOLLOWS: <br />(1) Threshold Factors-- no preapplicati=on will be accepted unless <br />the community has progressed favorably in the implementation of <br />any previously funded Community Development Block Grant Programs; <br />and, has either made concrete progress regarding the provision <br />of lower income housing as stated in its previous Housing Assis- <br />tance Plans, or; can sufficiently document,acceptable reasons for <br />not having provided such housing in compliance with its stated <br />goals. <br />(2) Communities meeting the threshold requirements will -be ranked <br />competitively on the basis of the following factors: <br />(a). The demographic character of the area for which funds are <br />being applied, with housing substandardness and the extent <br />of poverty being the essential considerations. <br />(b) In addition, the community's rating will depend upon the <br />actual activities proposed and the characteristics of the <br />beneficiaries of that activity. Specifically, the greater the <br />the proposed activity will benefit low or moderate income fami- <br />lies and support the conservation or expansion of the community's <br />low and moderate income housing stock, the higher the priority <br />rating. <br />(c) Additional points will be allocated to those communities with <br />.an activity designed to alleviate a serious threat to public <br />health or safety, or an activity which involves other State or <br />Federal funding. <br />MR, BRENNAN INFORMED THE BOARD THAT WE HAVE EXPENDED OUR FIRST <br />GRANT IN THE AMOUNT OF $300,000 AND ARE JUST NOW GETTING OUR PROJECTS <br />TOGETHER FOR THE 1976 GRANT, WHICH AUTHORIZED US TO SPEND $150,000, WE <br />CAN, THEREFORE, SHOW WHAT WE HAVE DONE WITH THE FIRST GRANT AND WHAT WE <br />ANTICIPATE DOING WITH THE SECOND. <br />55 <br />DEC 1.51976 <br />
