THE BOARD OF COUNTY COMMISSIONERS RECONVENED AT 70:00 O'CLOCK A.M. <br />WITH THE SAME MEMBERS PRESENT. <br />DAN SHEPPARD, DISTRICT MANPOWER PLANNER, APPEARED TO DISCUSS THE <br />MANPOWER PROGRAM, ACCOMPANIED BY BETSY STONE, DEPUTY DIRECTOR OF MANPOWER <br />PLANNING. MR. SHEPPARD EXPLAINED THE STRUCTURAL SET—UP OF THE MANPOWER <br />PROGRAM WITHIN THE STATE AND HOW THE FUNDS ARE DISBURSED. HE NOTED THAT <br />THE MANPOWER DISTRICT ADVISORY BOARD IS THE REAL DECISION MAKER AS FAR AS <br />DECIDING WHO IS GOING TO GET HOW MUCH MONEY FOR EACH JOB SLOT WITHIN THAT <br />COUNTY OR DISTRICT. HE CONTIiW ED THAT THIS DISTRICT ADVISORY BOARD IS <br />MADE UP OF THREE MEMBERS FOR EACH COUNTY, REPRESENTING THREE DIFFERENT <br />SECTORS — THE PUBLIC, (WHICH WOULD BE THE COMMISSIONERS), THE AGENCY REP— <br />RESENTATIVE, (FROM AN AGENCY EMPLOYING CETA PEOPLE), AND THE CLIENT SECTOR, <br />(A PAST OR PRESENT PARTICIPANT IN THE PROGRAM). MR. SHEPPARD STATED THAT <br />COMMISSIONER SCHMUCKER WILL REPRESENT THE PUBLIC SECTOR, WILLIE ADAMS, THE <br />AGENCY SECTOR, AND TOMMY JONES, THE CLIENT SECTOR, FOR INDIAN RIVER COUNTY, <br />AND THEY WILL SERVE ON THE PUBLIC SERVICE EMPLOYMENT COMMITTEE AS WELL AS <br />THE DISTRICT ADVISORY BOARD, <br />MR, SHEPPARD WENT ON TO DISCUSS THE DIFFERENT TITLE PROGRAMS AND <br />THE CATEGORIES TO WHICH THEY APPLY. <br />MS. STONE EXPLAINED THAT CETA ORIGINALLY WAS MEANT TO DEAL WITH <br />THE "STRUCTURALLY" UNEMPLOYED, THOSE WHO ARE CHRONICALLY UNEMPLOYED BECAUSE <br />OF LACK OF ABILITY, BUT A NEW CATEGORY HAS NOW DEVELOPED MADE UP OF PEOPLE <br />WHO ARE UNEMPLOYED NOT BECAUSE OF LACK OF SKILLS BUT BECAUSE OF THE RISE <br />OF UNEMPLOYMENT. <br />COMMISSIONER EOY STATED THAT SHE HOPED COMMUNICATIONS BETWEEN <br />THE ADVISORY BOARD AND THE REPRESENTATIVES WHO ARE TO SERVE FROM THIS COM— <br />MUNITY WILL IMPROVE CONSIDERABLY AS MEETINGS CALLED'AT A MOMENT `S NOTICE <br />AND DEFERRED MEETINGS HAVE BEEN VERY FRUSTRATING TO HER IN THE PAST. SHE <br />EXPRESSED THE HOPE THAT MEETING DATES CAN BE ESTABLISHED AND ADHERED TO SO <br />THERE WILL NOT BE A LOT OF SPECIAL MEETINGS CALLED WHEN DECISIONS ARE MADE <br />WITHOUT OUR COUNTY BEING ABLE TO HAVE ANY INPUT. <br />MS; STONE NOTED THAT IN THE SPRING THERE WILL PROBABLY HAVE TO <br />BE SOME SPECIAL MEETINGS TO ALLOCATE THE FUNDS RECEIVED BECAUSE OF THE <br />TIGHT TIME SCHEDULE. <br />a <br />13 <br />JAN i 9191 �� � 2 �. 314 <br />
