INTERGOVERNMENTAL COORDINATOR THOMAS ASKED MR, SHEPPARD TO EX- <br />PLAIN THE SPECIAL PROJECT IN WABASSO, <br />MR. SHEPPARD STATED THAT THERE IS AN AREA KNOWN AS SPECIAL GRANTS <br />AND 4% OF THE ALLOCATION IS SET ASIDE AS THE GOVERNORS DISCRETIONARY <br />FUNDS WHICH ARE USED TO FUND PROJECTS OF A PILOT NATURE, HE NOTED THAT <br />THEY MUST CONFORM TO TITLE I GUIDELINES, MR. SHEPPARD CONTINUED THAT HE <br />HAS RErEIVED VERY LITTLE INFORMATION IN REGARD TO WABASSO, BUT WILL TRY TO <br />FIND OUT THE COUNTY'S PLANS FOR WABASSO IN 1977 AND THEN TRY TO IMPLEMENT <br />THEM. HE NOTED THEY ARE CONCERNED ABOUT A PARK AREA, <br />INTERGOVERNMENTAL COORDINATOR THOMAS POINTED OUT THAT THESE FUNDS <br />WOULD ONLY PROVIDE ADDITIONAL MONEY FOR ADDITIONAL JOBS TO BE USED IN THAT <br />AREA, BUT CAN BE USED ON EXISTING PARKS. <br />MS. STONE NOTED THAT PROJECTS HAVING A DEFINITE BEGINNING AND <br />ENDING ARE PREFERRED RATHER THAN JUST ADDING EMPLOYEES TO INCREASE BU- <br />REAUCRACY. <br />CHAIRMAN WODTKE DISCUSSED PEOPLE WHO ARE NOT JUST UNEMPLOYED, <br />BUT "UNEMPLOYABLE," AND NOTED THAT THERE ARE NUMEROUS INSTANCES OF PEOPLE <br />APPLYING, TAKING PHYSICALS, AND THEN EITHER NEVER SHOWING UP OR WORKING <br />ONLY A FEW DAYS. THE TURN -OVER IS VERY HIGH. <br />MR. SHEPPARD STATED THAT THE OPERATOR SHOULD BE SENDING A SERIES <br />OF APPLICANTS AND ENOUGH OF THEIR PAST HISTORY IN ORDER FOR THE COUNTY TO <br />BE ABLE TO DETERMINE THEIR VALUE AND MAKE A SELECTION. <br />CHAIRMAN WODTKE THANKED MS. STONE AND MR. SHEPPARD FOR DISCUSSING <br />THESE MATTERS WITH THE BOARD. <br />DR.
