RESOLUTION NO. 2008.166 <br />A RESOLUTION OF THE INDIAN RIVER COUNTY, FLORIDA, BOARD OF <br />COUNTY COMMISSIONERS IN SUPPORT OF CONSTITUTIONAL <br />AMENDMENT NO. 6, ARTICLE VII, SECTION 4, ARTICLE XII, NEW <br />SECTION BEARING THE BALLOT TITLE OF "ASSESSMENT OF <br />WORKING WATERFRONT BASED UPON CURRENT USE" ON THE <br />NOVEMBER 4, 2008 GENERAL ELECTION BALLOT. <br />WHEREAS, the Constitution of the State of Florida, as revised in 1968 and <br />subsequently amended, created the Taxation and Budget Reform Commission to, among <br />other things, examine the appropriateness of the tax structure of the state and examine <br />constitutional limitations on taxation and expenditures at the state and local level and to <br />hold public hearing throughout the State of Florida on its proposals for revisions to the <br />Constitution; and <br />WHEREAS, in April, 2008, the Taxation and Budget Reform Commission adopted <br />a resolution proposing a Constitutional Amendment to provide for the assessment of <br />working waterfront property based on current use; and <br />WHEREAS, the Marine Industries Association of the Treasure Coast, Inc. requested <br />that the Indian River County Board of County Commissioners ("Board") adopt a resolution <br />in support of Constitutional Amendment No. 6, Assessment of Working Waterfront <br />Property based upon Current Use as the Constitutional Amendment will allow the marine <br />industry to continue to provide public access waterfront properties for Floridians, tourist <br />and future generations; and <br />WHEREAS, according to the Marine Industries Association of the Treasure Coast, <br />Inc., the marine industry contributes over 18 billion dollars to the economy of Florida and <br />provides 220,000 jobs; and <br />WHEREAS, if approved by the voters of the State of Florida at the November 4, <br />2008 General Election, the proposed Constitutional Amendment No. 6 will provide tax <br />relief to working waterfront facilities locally and throughout the State of Florida; and <br />WHEREAS, <br />on <br />September <br />23, 2008, the <br />Board approved the drafting of a <br />resolution in support <br />of <br />Constitutional <br />Amendment No. <br />6, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The Board supports the efforts of the Marine Industries Association of the <br />Treasure Coast, Inc. in connection with Constitutional Amendment No. 6. <br />2. The Board supports Constitutional Amendment No. 6 — Assessment of Working <br />Waterfront Properties based on Current Use. <br />
