ATTORNEY COLLINS REPORTED TO THE BOARD ON HIS PROGRESS IN OBTAIN- <br />ING PROPERTY FOR THE SANITARY LANDFILL, NOTING THAT HE HAD CONTACTED THE <br />INDIVIDUAL PROPERTY OWNERS GIVING THEM THE APPRAISAL PRICE AS THE BOARD <br />AUTHORIZED. HE STATED THAT MR. WHALEN, OWNER OF THE LARGER PIECE OF PROP- <br />ERTY, HAS COUNTER -OFFERED $2,150 PER ACRE, AND MR. RINKER, THE OTHER <br />OWNER, HAS COUNTER -OFFERED $2,200 PER ACRE, WHICH WOULD AMOUNT TO A TOTAL <br />OF $414,050, OR $34,1050 OVER THE APPRAISED PRICE. THE ATTORNEY RECOMMENDED <br />THAT HE PREPARE CONTRACTS FOR .THE CHAIRMAN TO SIGN BASED ON THE APPRAISAL <br />PRICE AND SEND THEM TO THE PROPERTY OWNERS, <br />CHAIRMAN WODTKE STATED THAT HE FEELS THE APPRAISAL PRICE IS A <br />VERY FAIR OFFER, AND HE WOULD ACCEPT THE RECOMMENDATION OF THE ATTORNEY. <br />COMMISSIONER SCHMUCKER AGREED, <br />MOTION WAS MADE BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />SCHMUCKER, TO AUTHORIZE THE ATTORNEY TO DRAW UP CONTRACTS TO PURCHASE PROP- <br />ERTY FROM THE TWO ABOVE PROPERTY OWNERS FOR THE SANITARY LANDFILL BASED ON <br />THE APPRAISED VALUE WE HAVE ACCEPTED AND TO AUTHORIZE THE CHAIRMAN TO SIGN <br />THESE CONTRACTS. <br />COMMISSIONER SIEBERT INFORMED THE BOARD THAT HE HAS NOT CHANGED <br />HIS POSITION WITH REGARD TO PURCHASING THIS PROPERTY FOR THE SANITARY LAND- <br />FILL AND FEELS IT IS FAR TOO MUCH MONEY, BUT NOTED THAT, ON THE OTHER HAND, <br />HE IS A PART OF THIS BOARD AND FROM THIS TIME ON WILL TAKE A POSITIVE PO- <br />SITION, <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND" CARRIED <br />UNANIMOUSLY, <br />ATTORNEY CCLLINS POINTED OUT THAT WE NEED TO SECURE BIDS ON THE <br />INTERIM FINANCING - 6 -MONTH TYPE FINANCING, HE FELT'WE SHOULD ADVERTISE <br />FOR THE BORROWING OF A SUM TO SEE WHAT SORT OF RESPONSE WE HAVE AND WOULD <br />HOPE TO HAVE SOME RECOMMENDATIONS BY THE NEXT MEETING. THE ATTORNEY NOTED <br />THAT, ASSUMING THE PURCHASE IS GOING TO BE IN THE NEIGHBORHOOD OF $400,000, <br />SOME INPUT WILL BE NEEDED AS TO WHAT ADDITIONAL MONIES WILL BE NECESSARY TO <br />GET INTO THE INITIAL DEVELOPMENT BEFORE THE BONDS ARE ISSUED, AS HE FELT <br />THE ADVERTISEMENT SHOULD SET AN APPROXIMATE DOLLAR AMOUNT, <br />24 <br />0 <br />FEB 2 31977 <br />Boos 479 <br />
