N.E/ATLA , .GEORGIA 30308/(404.)881-1964 <br />March 11, 1977 <br />Mr. Valentine Brennan <br />Planning Director <br />Vero Beach/Indian River Co. <br />2121 14th Avenue <br />Vero Beach, Florida 32960 <br />Dear Val: <br />I am very pleased to hear that Indian River County has been requested by HUD <br />to submit -a full application for $203,000 of Community Development Discretionary <br />Funds. <br />As you requested on March 10, 1977, I submit this letter proposal for professional <br />services to be rendered to Indian River County in connection with the preparation <br />of its 1977/78 Community Development Non Metropolitan Discretionary Grant <br />Application. If this proposal is agreeable to the County Commission, the signature <br />of the appropriate County official in the space provided will make this letter <br />a legally binding contract. Since time is of the essence, we have already <br />begun work per your verbal request and assurances. <br />I. Scope of Services <br />The firm's professional staff will work closely with the County staff in <br />the preparation of the 1977/78 Discretionary final application. Specific <br />work itett i r,c i uCie ; <br />1. Adaptation, where necessary, of the County's Preapplication to meet <br />HUD final application requirements; <br />2. Statement of Long Term objectives; <br />3. Preparation of the County's HAP to HUD specifications including necessary <br />documentation, maps, etc; <br />4. Assistance in the preparation of the required Annual Grantee Performance <br />Report; <br />5. Preparation of appropriate environmental reviews, required public notices, <br />Requests for Release of Funds and advice regarding the timing of these <br />submissions.
