COUNTY PLANNER, VAL BRENNAN, APPEARED AND NOTED THAT THIS PUBLIC <br />HEARING IS TO REVIEW THE FINAL APPLICATION FOR A HUD GRANT IN THE AMOUNT <br />i <br />OF $203,000. AFTER THIS HEARING, .THE APPLICATION WILL BE FORWARDED TO <br />TALLAHASSEE FOR A-95 REVIEW, AFTER WHICH IT WILL BE SENT ON TO HUD NO LATER <br />i <br />THAN IiAY 13TH FOR FINAL REVIEW AND FUNDING, MR. BRENNAN INTRODUCED <br />BILL BRISSOM AND HIS ASSOCIATE, STEVE SHEIDLER, OF ADLEY ASSOCIATES, WHO <br />HAVE WORKED ON THE PREPARATION OF THIS APPLICATION. MR, BRENNAN NOTED <br />j <br />THAT IT HAS BEEN QUITE AN UNDERTAK:.!G TO GET THIS DONE IN THE ALLOTTED TIME, <br />BILL BRISSOM, SENIOR -CONSULTANT WITH ADLEY ASSO'.'IATES;,. DISCUSSED <br />THE CHANGES MADE SINCE THE PRE -APPLICATION WAS SUBMITTED AND NOTED THAT <br />THE PERCENTAGE OF SUBSTANDARD HOUSING HAS BEEN CHANGED FROM 9% TO 19%. <br />THEY FELT THE OLD FIGURE CAME FROM THE 1970 CENSUS AND WAS NOT ACCURATE <br />ANY MORE. MR. BRISSOM STATED THAT THE 19% FIGURE APPLIES ENTIRELY TO THE <br />UNINCORPORATED AREA OF THE COUNTY AND NOTED THAT THE INCREASE IN THE PER- <br />CENTAGE FIGURE OF SUBSTANDARD HOUSING IS BENEFICIAL SINCE IT SHOWS A <br />GREATER NEED. MR, BRISSOM CONTINUED THAT THE LONG TERM OBJECTIVES ARE <br />IDENTICAL AND THE BUDGET IS IDENTIrAL TO AT SUBMITTED IN THE PRE - <br />APPLICATION WITH THE EXCEPTION OF SPLITTING OUT OF ADMINISTRATION AND <br />PLANNING AND MANAGEMENTS COSTS, THE TOTAL, HOWEVER, REMAINS THE SAME, <br />AND THE ACTUAL ACTIVITIES ARE IDENTICAL, MR. BRISSOM CONTINUED THAT THERE <br />r <br />ARE TWO PORTIONS OF THE APPLICATION WHICH WERE NOT PREVIOUSLY GONE OVER <br />THE HOUSING ASSISTANCE PLAN AND THE PERFORMANCE REPORT - AND ASKED -MR. <br />SHEIDLER TO REVIEW THESE. <br />-STEVE SHEIDLER NOTED THAT BASICALLY THE TABLES IN THE HOUSING <br />ASSISTANCE PLAN REPORT TO HUD THE'HOUSING CONDITIONS AND SITUATION IN THE <br />UNINCORPORATED PART OF THE COUNTY, AND HE FELT THEY PRESENT THE SITUA- <br />TION MUCH MORE ACCURATELY THAN IN THE PREVIOUS YEAR S APPLICATION, HE <br />INFORMED THE BOARD THAT HE AND MR. BRISSOM CONDUCTED THEIR OWN SURVEY, <br />WHICH THEY FELT WAS CLOSER TO THE TRUTH THAN THE OLD CENSUS DATA AND NOTED <br />THEY GOT THE VACANCY RATE FROM FLORIDA POWER & EIGHT FIGURES. <br />CHAIRMAN WODTKE ASKED IF THE ADOPTION OF THE BUILDING CODE HAD <br />ANYTHING TO DO WITH THE INCREASED FIGURE FOR SUBSTANDARD HOUSING. <br />2 F <br />1I <br />l <br />�I <br />1.2 <br />MAR 2 1977x. <br />
