HE NOTED THAT THE FIGURE APPLIES TO ALL <br />HOUSIN - NOT JUST SINGLE FAMILY. <br />COMMISSIONER SIEBERT (QUESTIONED THE PERCENTAGE OF RENTAL UNITS <br />IN THE UNINCORPORATED AREA OF THE COUNTY SAID TO BE SUBSTANDARD. <br />MR. SHEIDLER EXPLAINED THF METHODOLOGY USED TO ARRIVE AT THIS <br />FIGURE, WHICH IS EXPLAINED ON THE SECOND PAGE OF THE HOUSING ASSISTANCE <br />PLAN, AND NOTED THAT YOU MAY GET A DISTORTED AMOUNT OF RENTAL SUBSTANDARD. <br />MR, BRISSOM POINTED OUT THAT THE ONLY WAY TO IMPROVE THESE FIG- <br />URES WOULD BE TO RUN ANOTHER SURVEY, WHICH WOULD NOT BE THAT VALUABLE AS <br />THE RENTAL PROBLEM CANNOT BE ADDRESSED IN ANY EVENT; THE OWNER -OCCUPIED <br />HOUSING IS WHAT WE ARE DEALING WITH, AND HE FELT THIS FIGURE IS REASONABLY <br />ACCURATE. <br />COMMISSIONER SIEBERT ASKED HOW THEY DETERMINE WHAT IS CONSIDERED <br />SUBSTANDARD - WHETHER IT MIGHT BE JUST A MISSING WINDOW SCREEN? <br />MR. $HEIDLER SAID THAT IF A WINDOW WERE BROKEN AND NOT REPLACED, <br />THAT WOULD BE PART OF IT, AND MR. BRISSOM STATED THAT SUBSTANDARD IS USU- <br />ALLY A COMBINATION OF FACTORS. <br />MR, SHEIDLER THEN DISCUSSED TABLE II IN REGARD TO THE HOUSING <br />ASSISTANCE NEEDS OF LOWER INCOME HOUSEHOLDS.' HE NOTED THAT A PERSON MAY <br />NEED ASSISTANCE IF HIS RENT IS OUT OF PROPORTION TO HIS INCOME. HE FURTHER <br />NOTED THAT SOME COULD HAVE SUBSTANDARD HOUSING BUT NOT NEED ANY ASSISTANCE <br />IF THEY ARE ECONOMICALLY ABLE TO TAKE CARE OF.THAT HOUSE. MR, SHEIDLER <br />EXPLAINED THAT TABLE II IS ACTUAL NEEDS AND IS NOT DIRECTLY RELATED TO <br />TABLE I - THE SURVEY OF HOUSING CONDITIONS. HE FURTHER NOTED THAT IN CER- <br />TAIN COMMUNITIES A GREAT NUMBER OF THOSE NEEDING ASSISTANCE ARE ELDERLY, <br />MR. SHEIDLER NEXT DISCUSSED THE CURRENT YEAR GOALS, REPORTING <br />THAT UNDER FHA, THE HOUSING ALLIANCE IS WORKING -AND HELPING, BUT THAT <br />DEVELOPERS SEEM TO HAVE LITTLE INTEREST IN TRYING TO WORK UNDER SECTION S. <br />HE NOTED THAT THE THREE-YEAR GOALS ARE NOT QUITE THREE TIMES THE CURRENT <br />YEAR GOALS. <br />3 <br />I <br />R281977 0. <br />P"Gti 29 126 <br />
