INTERGOVERNMENTAL COORDINATOR THOMAS NOTED THAT OUR PRESENT <br />SYSTEM IS ONLY ABOUT 48% OPERATIONAL. HE ALSO EXPLAINED THAT ALL EMERGENCY <br />SERVICES ARE REQUIRED TO GO TO HIGHER FREQUENCIES BY LAW AND THE COUNTY <br />IS NOT, SO THE FREQUENCY WE HAVE APPLIED FOR IS A VALUABLE FREQUENCY AS <br />IT WOULD HAVE NO INTERFERENCE. <br />ADMINISTRATOR JENNINGS INFORMED THE BOARD THAT WE CAN STRUGGLE <br />ALONG THE WAY WE HAVE BEEN DOING ANL HE WOULD RATHER STAY THAT WAY UNTIL <br />WE CAN PUT IN A WHOLE NEW SYSTEM. HE POINTED OUT THAT IT ?S MAINLY A <br />PROBLEM OF LOSS OF TIME AND WILL BECOME EVEN MORE IMPORTANT WITH THE NEW <br />LANDFILL, THE WATER PROBLEM, AND OTHER THINGS THAT ARE IN THE OFFING. <br />INTERGOVERNMENTAL COORDINATOR THOMAS SUGGESTED THAT THE BOARD <br />CONSIDER THE USE OF FEDERAL REVENUE SHARING FUNDS AS THIS IS A CAPITAL <br />OUTLAY. <br />COMMISSIONER SCHMUCKER STATED HE FELT THE PROPOSED SYSTEM IS A <br />GOOD ONE AND NOTED THAT THE REPEATER DOES NOT HAVE TO BE CENTRALLY LOCATED <br />IN THE COUNTY. <br />CHAIRMAN WODTKE ASKED IF HOBART PARK HAD BEEN CONSIDERED AS A <br />POSSIBLE SITE AND NOTED THAT WE HAVE A PARK SUPERVISOR LIVING AT THIS <br />LOCATION. <br />ADMINISTRATOR JENNINGS STATED THAT INADVERTENTLY THIS LOCATION <br />HAD NOT BEEN CONSIDERED, AND HE FELT IT WAS A VERY GOOD SUGGESTION, PAR- <br />TICULARLY BECAUSE OF THE SECURITY ASPECT. <br />CHAIRMAN WODTKE ASKED IF A TOWER SUCH AS THE ONE PROPOSED COULD <br />BE UTILIZED BY OTHER AGENCIES SUCH AS THE SHERIFF, AND MR. MCKENNA STATED <br />THAT IT COULD AS QUITE A FEW MORE ANTENNAS COULD BE PLACED ON IT. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER SCHMUCKER, <br />THE BOARD UNANIMOUSLY AUTHORIZED THE ADMINISTRATOR TO ADVERTISE FOR BIDS <br />ON THE RADIO SYSTEM AS DISCUSSED TODAY. <br />ADMINISTRATOR JENNINGS PRESENTED FOR THE BOARDS REVIEW AND <br />APPROVAL SUGGESTED "PERSONNEL RULES AND WORK REGULATIONS" FOR THE BOARD'S <br />EMPLOYEES. <br />CHAIRMAN WODTKE NOTED THAT ON PAGE 12 OF THE BOOKLET REGULAR <br />EMPLOYEES WHO HAVE COMPLETED THEIR PROBATIONARY PERIODS AND ARE MEMBERS <br />29 <br />APR 201977 c ���:.� <br />
