OF THE ARMED FORCES WILL BE GRANTED UP TO 17 DAYS LEAVE TO FULFILL THEIR <br />SERVICE REQUIREMENTS, AND ASKED IF SUCH LEAVE IS DEDUCTED FROM THEIR <br />VACATION TIME. <br />PERSONNEL DIRECTOR DONLON STATED THAT IT IS NOT; IT IS FULLY <br />PAID TIME AS REQUIRED BY STATE AND FEDERAL REGULATIONS. <br />DISCUSSION FOLLOWED, AND IT WAS NOTED THAT WHEN COUNTY EMPLOYEES <br />SERVE ON JURY DUTY, THEY ARE PAID FILL TIME, BUT THEIR JURY PAY MUST BE <br />• TURNED IN TO THE FINANCE OFFICE. THIS, HOWEVER, IS A COUNTY SITUATION, <br />NOT STATE AND FEDERAL. <br />COMMISSIONER SCHMUCKER BELIEVED THE STATE AND FEDERAL REGULATION <br />MAY HAVE COME ABOUT AS AN INCENTIVE TO GET MORE PEOPLE TO SERVE IN THE <br />NATIONAL GUARD, <br />CHAIRMAN WODTKE NOTED HE WAS A BIT CONCERNED THAT THERE IS A <br />37-1/2 HOUR WORK WEEK FOR THE ADMINISTRATIVE AND PERSONNEL STAFF AND A <br />40 -HOUR WEEK FOR ROAD AND BRIDGE EMPLOYEES. THE ADMINISTRATOR EXPLAINED <br />THAT THIS CAME ABOUT BECAUSE ORIGINALLY OFFICES IN THE COURTHOUSE OPENED <br />.i1' DIFFERENT HOUpz, WHICH WAS A DISTURBING SITIIATION, AND THE UNIFORM 8:30 <br />OPENING HOUR WAS AGREED UPON AS A COMPROMISE, <br />DISCUSSION FOLLOWED IN.REGARD TO COMPENSATORY TIME IN LIEU OF <br />OVERTIME, AND MR. DONLON STATED THAT THEY DO NOT GIVE COMPENSATORY TIME AS <br />FEDERAL REGULATIONS STATE IT MUST BE TAKEN WITHIN THE SAME WEEK IT IS <br />• i <br />EARNED, AND IT DOES NOT WORK OUT. <br />COMMISSIONER SIEBERT INQUIRED ABOUT THE STATUS OF JOB DESCRIP- <br />TIONS, AND MR, DONLON INFORMED HIM THAT THERE ARE COMPLETE JOB DESCRIPTIONS <br />FOR EVERY JOB. <br />MR. MCKENNA STATED THAT EVERY EMPLOYEE IS CLASSIFIED IN A CERTAIN <br />POSITION, AND THERE IS A GRADE AND STEP SYSTEM FROM MINIMUM TO MAXIMUM. <br />THE DEPARTMENT HEAD DETERMINES THE PAY GRADE AND THE STEPS; THE RANGES AND <br />STEPS MOVE UP WITH GENERAL INCREASES. <br />COMMISSIONER SIEBERT FELT THESE PAY GRADES SHOULD BE RE-EVALUATED <br />PERIODICALLY IN REGARD TO RANGES FOR SALARIES FOR CERTAIN TYPES OF JOBS IN <br />ORDER TO BE SURE THEY ARE COMPETITIVE IN THE JOB MARKET. <br />i <br />i <br />30 <br />APR 2 01977 p <br />f <br />J <br />
