ATTORNEY COLLINS SAID HE FELT THERE IS ONE DISTINCTION AND THAT <br />IS THAT HERE WE ARE DEALING BASICALLY BETWEEN TWO GOVERNMENTAL BODIES. HE <br />NOTED THAT THE CONDOMINIUM AND THE TRAILER PARK UNDER DISCUSSION BASICALLY <br />COULD BE CONNECTED WITH ONE TAP. <br />CITY MANAGER LITTLE STATED THERE ARE TWO ALTERNATIVES - EITHER <br />RETAIL RATES AND TAP -ON CHARGES OR, UNDER THE AGREEMENT, THE COUNTY CAN <br />HAVE A METER AT THE PLANT AND THEN BILL EITHER WITH OR WITHOUT TAP -ON <br />CHARGES. <br />CHAIRMAN WODTKE NOTED THAT THE PROBLEM 'IS THAT THE COUNTY DOESN'T <br />WANT TO GET INTO BUSINESS WITH JUST A FEW CUSTOMERS. HE CONTINUED THAT WE <br />ARE TRYING TO GET VERO MALL TO THE POINT WHERE IT CAN OPEN, BUT IT IS RI- <br />DICULOUS TO PUT IN A 6" LINE AND NOT SERVE OTHER CUSTOMERS. <br />COMMISSIONER SCHMUCKER NOTED THAT IF THE EXISTING UNITS ARE NOT <br />WILLING TO PAY THE FEE, THERE ARE OTHER PEOPLE WHO WOULD BE WILLING TO PAY <br />IT. ALSO THERE WILL BE NEW PEOPLE TAPPING ONTO THE LINE. HE SUGGESTED <br />GIVING THE EXISTING DEVELOPMENTS WHICH ARE NOW WITHOUT SEWER SERVICE, <br />FIRST REFUSAL TO. TAP ON AT THE REGULAR FEE SCHEDULE. <br />MR. -LITTLE AGREED THAT THE MAIN CONCERN IS, OF COURSE, THE TWO <br />ALLUDED TO - TROPIC GROVE DEVELOPMENT AND SOUTHGATE TRAILER PARK, AND SAID <br />HE UNDERSTOOD THE TWO PACKAGE PLANTS ARE NOT FUNCTIONING AS WELL AS MIGHT <br />BE HOPED. <br />ATTORNEY COLLINS ASKED ABOUT THE POSSIBILITY OF SINGLING OUT <br />THESE TWO PROBLEM AREAS AND METERING THEM AT SOME POINT OTHER THAN AT THE <br />PLANT, <br />MR. LITTLE DID NOT THINK THE CITY SHOULD GET IN A POSTURE OF <br />OFFERING WHOLESALE RATES AS HE FRANKLY WOULD NOT WANT A PRECEDENT SET FOR <br />THE COUNTY, OR ANYONE ELSE, TO COME ALONG AT SOME TIME IN THE FUTURE AND <br />APPLY THIS IN DIFFERENT AREAS, <br />ATTORNEY COLLINS ASKED WHAT THE SITUATION WOULD BE IF WE DID <br />METER AT THE PLANT. <br />CITY MANAGER LITTLE STATED THE COUNTY WOULD HAVE TO METER INDI- <br />VIDUALLY AND BILL THE SAME WAY THE CITY DOES OR WOULD HAVE TO MAKE AN AR- <br />RANGEMENT WITH FLORIDA POWER AND LIGHT TO READ THEIR METERS. HE NOTED <br />THAT WASTE WATER SERVICE WITHOUT WATER SERVICE IS AN AREA FRAUGHT WITH <br />CONSIDERABLE DIFFICULTY. <br />11 <br />3 <br />MAY 23 29 c.rt 453 <br />
