INDUSTRIAL, <br />AND RESIDENTIAL, BUT NOT WHOLESALE. <br />COMMISSIONER LOY INQUIRED ABOUT THE FUNDS THAT ARE DERIVED FROM <br />TAP -ON FEES, AND CITY FINANCE DIRECTOR TOM MASON STATED THAT THEY.GO INTO <br />A RENEWAL AND REPLACEMENT FUND. <br />COMMISSIONER LOY NOTED THAT UNDER THE ORIGINAL TRIPARTITE AGREE- <br />MENT, THERE IS A PROVISION TO DEAL WITH THE COUNTY ON A WHOLESALE BASIS, <br />AND COMMISSIONER SIEBERT STATED THERE IS ALSO A PROVISION THAT THE COUNTY <br />WOULD HAVE TO PICK UP THE BILL FOR ANY EXPENSES FOR EXPANSION OF THE SYSTEM <br />FOR COUNTY PURPOSES, AND HE FELT WE WOULD, THEREFORE, BE PAYING TWICE. <br />MR. LITTLE STATED THAT THEORETICALLY IT IS THE CUSTOMERS AND NOT <br />THE COUNTY WHO WOULD PICK UP THE TAP -ON CHARGES, HE CONTINUED THAT YOU <br />COULD DO AWAY WITH THE TAP -ON FEES, BUT POINTED OUT THAT TAP -ON FEES ARE <br />ACTUALLY PART OF THE RATE SCHEDULE AND IF YOU DO AWAY WITH THEM, YOU WOULD <br />SERIOUSLY AFFECT THE MONTHLY CHARGES.
