<br />Specifications, instructions to bidders and

<br />The Board of County Commissioners
<br />reserves the right to refect any or all of the
<br />bids and make awards in any manner which
<br />the Board considers to be in the best interest of
<br />Indian River County, Florida.

<br />an envelope securely sealed and marked on the
