HE FURTHER NOTED <br />THAT IF WHICHEVER SYSTEM IS AWARDED THE BID DOES NOT MEET THE REQUIREMENTS <br />OF THE SPECIFICATIONS AFTER INSTALLATION AND TESTING, WE WON'T PAY FOR IT <br />UNTIL IT DOES.
