FINANCE OFFICER .JACKSON INFORMED THOSE PRESENT THAT THE BOARD, <br />IN RESPONSE TO A CHANGE OF REGULATIONS, HAS BUDGETED AND DISPLAYED ITS <br />ENTIRE FEDERAL REVENUE SHARING BALANCES AND ANTICIPATED INCOME OF 1.9 <br />MILLION, AND ALLOCATED THEM ALMOST ENTIRELY FOR CAPITAL OUTLAY ITEMS IN <br />THE VARIOUS AREA. HE STATED THAT THE MORE IMPORTANT AREAS WILL BE FIRE <br />PROTECTION, WATER AND SEWER, AND MAINTENANCE OF THE ROAD AND TRANSPORTA- <br />TION SYSTEM THROUGHOUT THE COUNTY. <br />CHAIRMAN WODTKE NOTED THAT IT HAS BEEN THE HISTORY OF THIS <br />.COUNTY THAT THESE FUNDS ARE USED FOR CAPITAL ITEMS AND NOT FOR ROUTINE <br />OPERATING EXPENSES. AS AN EXAMPLE, HE INFORMED THOSE PRESENT THAT FEDERAL <br />REVENUE SHARING FUNDS WERE USED LAST YEAR TO PURCHASE THIRTEEN NEW AUTO- <br />MOBILES FOR THE SHERIFFS DEPARTMENT, AND THUS WE DID NOT HAVE TO RAISE <br />THE AD VALOREM TAX FOR THIS PURPOSE, <br />CHARLES EVANS OF 1316 46TH AVENUE INFORMED THE BOARD THAT HE <br />WAS DISAPPOINTED IN THE TURNOUT OF TAXPAYERS AT THIS HEARING AND ASKED <br />EXACTLY WHAT THE TAX INCREASE WILL AMOUNT TO FOR THE TAXPAYER. <br />CHAIRMAN WODTKE ANSWERED THAT IT WILL AMOUNT TO 65� PER $1,000, <br />BUT EXPLAINED THAT THIS IS FOR THE BOARD OF COUNTY COMMISSIONERS ONLY, <br />NOT FOR ANY OTHER TAXING AUTHORITY. <br />ROBERT MCFARLAND OF 4206 12TH STREET SAID HE UNDERSTOOD THE <br />WATER AND SEWER WORK TO BE DONE FOR THE BENEFIT OF GI.FFORD IS COVERED BY <br />FUNDS OTHER THAN PROPERTY TAXES, WHICH THE CHAIRMAN ASSURED HIM IS CORRECT, <br />AND ASKED WHETHER ANY FURTHER STEPS ARE BEING TAKEN WITH REGARD TO WATER <br />AND SEWER FOR THE COUNTY. <br />CHAIRMAN WODTKE STATED THAT THERE ARE SOME -,FUNDS IN PLANNING <br />AND DEVELOPMENT IN THAT CATEGORY IN THE FEDERAL REVENUE SHARING BUDGET, <br />AND IT COULD BE THAT THERE WILL BE SOME PLANNING WORK INSTIGATED AS HE <br />FEELS.THE BOARD IS GOING TO HAVE TO ADDRESS ITSELF TO CERTAIN AREAS FOR <br />WATER IN THE VERY NEAR FUTURE.
