0 <br />M M <br />I& <br />FOREWORD <br />On September 12, 1977, the Economic Development Administration ex- <br />tended to Indian River County an offer of a grant to be used for construction <br />of the County's Phase I Water Program. The program consists of constructing <br />a water pumping station, a transmission line and an elevated storage tank <br />in -the Gifford Area, an unincorporated, built-up area immediately north <br />of the City of Vero Beach, Florida. The supply of water is to be treated <br />water purchased from the City. Construction of the Phase I program is <br />scheduled to be completed in June of 1978. The E.D.A. grant will fund <br />about one-half of the program cost. <br />Concurrently, the Farmers Home Administration has extended to the <br />County an offer of a loan and grant to complete financing of the Phase I <br />program and to initiate and complete the County's Phase Il Water and <br />Sewerage Program. This program includes: (1) purchase of existing water <br />and sewerage facilities presently owned by Urban Development Utilities, <br />Inc.; (2) renovation of the water distribution system, connection to the <br />Phase I water system and abandonment of the existing source of water; <br />(3) extensions to the distribution system; (4) provision for new sewage <br />treatment and disposal facilities, and; .(5) renovation of the sewage <br />collection system. <br />This report has been prepared at the request of the Board of County <br />Commissioners to investigate the physical and financial aspects of the <br />Phase II program. <br />i <br />OCT 2 01977 BOOK �� mr 375 <br />
