U <br />I. INTRODUCTION AND PURPOSE <br />The community of Gifford is an unincorporated, built-up area located <br />in -Indian River County, Florida, about one mile north of the City of Vero <br />Beach. The community's central water and sewerage systems are owned and <br />operated by Urban Development Utilities, Inc. under a franchise agreement <br />with the County. UDU is a non-profit corporation organized under the <br />sponsorship of the Farmers Home Administration and operated by a Board of <br />Directors elected by the membership. <br />In December of 1974 an engineering report was presented to UDU in <br />which the water and sewerage facilities were described in detail and the <br />system deficiencies noted. Reference is made to the 1974 report for de- <br />tailed system descriptions in the interest of brevity. A general layout <br />of the existing water distribution system is shown on Exhibit 1 to this <br />report, and the existing sewage collection, on Exhibit 2. <br />The purpose of this report is to: (1) describe the interrelation <br />between Phase I and Phase II; (2) list proposed renovations to the existing <br />water distribution system; (3) prepare preliminary layout of extensions to <br />the water distribution system; (4) investigate optional methods for ade- <br />quate sewage treatment and disposal; (5) -list proposed renovations to the <br />existing sewage collection system; (6) prepare project cost estimates; and, <br />(7) recommend a water and sewer rate structure that will provide a fiscally <br />sound program. <br />1 <br />Box 3 <br />
