ADMINISTRATOR .JENNINGS REPORTED TO THE BOARD THAT HE HAS <br />RECEIVED A REQUEST FROM CITY ENGINEER -ROBERT LLOYD IN REGARD TO ALLOW— <br />ING THE CITY OF VERO BEACH TO CONSTRUCT SEVEN 2." WELLS ON COUNTY <br />PROPERTY. ONE OF THESE WOULD BE FOR THE PURPOSE OF TESTING FOR LEACH— <br />ING FROM THE OLD LANDFILL AND THE OTHER SIX FOR TESTING FOR SALT <br />WATER INTRUSION. THESE WELLS ARE TO BE FOR MONITORING PURPOSESONLY, <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />SCHMUCKER,.THE BOARD UNANIMOUSLY APPROVED THE CITY OF VERO BEACH'CON— <br />STRUCTING SEVEN 2" WELLS ON COUNTY PROPERTY FOR MONITORING PURPOSES <br />ONLY, SUBJECT TO THE APPROVAL OF THE DETAILED LOCATION BY THE ADMINIS— <br />TRATOR. <br />THE BOARD OF COUNTY COMMISSIONERS THEREUPON RECESSED AT 12:00 <br />NOON FOR LUNCH AND RECONVENED AT 1:30 O'CLOCK P.M. WITH THE SAME MEMBERS <br />PRESENT. <br />ADMINISTRATOR .JENNINGS REVIEWED WITH THE BOARD A PROBLEM THAT <br />HAS ARISEN IN BEL—PORTE PARK SUBDIVISION CONCERNING PEDESTRIAN TRAFFIC. <br />HE NOTED THAT OVER THE YEARS THE PEDESTRIAN TRAFFIC, MAINLY SCHOOL <br />CHILDREN, HAS ESTABLISHED A PATTERN OF MOVING NORTHWARD THROUGH THE <br />SUBDIVISION TO WHERE A 30 FOOT RIGHT—OF—WAY INTERSECTS WITH THE WEST <br />RIGHT—OF—WAY OF LATERAL "E" CANAL AND THEN PROCEEDING ACROSS PRIVATE <br />PROPERTY ALONG THE WEST SIDE OF THE CANAL TO ROSEDALE BOULEVARD. THE <br />PROBLEM CAME ABOUT WHEN GENE MORRIS, THE OWNER OF THIS UNDEVELOPED <br />PROPERTY, BUILT A HOME ON IT FOR PEOPLE WHO ARE GOING TO BUY IT. THERE <br />IS NO EASEMENT ON THIS PROPERTY, AND THE LOT ACTUALLY GOES OVER THE <br />SLOPE AND INTO THE CANAL. THE PEOPLE LIVING IN THIS HOUSE HAD NO <br />OBJECTION TO SMALL CHILDREN WALKING THROUGH THE YARD, BUT THE TRAFFIC <br />HAS INCLUDED MOTORCYCLES, HORSES, AND EVEN A SMALL CAR. THE LAWN IS <br />BEING DESTROYED, AND IT IS CREATING A'NEIGHBORHOOD BATTLE. THE ADMIN— <br />ISTRATOR NOTED THAT IT ACTUALLY IS NOT THE COUNTY'S RESPONSIBILITY AS <br />THIS IS PRIVATE PROPERTY GOING INTO THE DRAINAGE DISTRICT. HE NOTED <br />THAT THIS PROBLEM.IS ALSO BEING BROUGHT TO THE ATTENTION OF THE SCHOOL <br />BOARD AND THE DRAINAGE DISTRICT. <br />DISCUSSION FOLLOWED AS TO POSSIBLE SOLUTIONS TO.THE PROBLEM, <br />AND IT WAS AGREED THAT THE CHAIRMAN AND THE ADMINISTRATOR WILL DISCUSS <br />THIS MATTER WITH GENE MORRIS, THE OWNER OF THE PROPERTY IN (QUESTION. <br />54 <br />BOOK 31 PAvF 456 <br />
