Nf <br />I <br />COMMISSIONER SIEBERT SUGGESTED THAT IT WOULD BE A GOOD IDEA <br />To HAVE REPRESENTATIVES FROM FELLSMERE AND SEBASTIAN SIT ON ON INTERVIEWS <br />Of ANY PEOPLE TO BE HIRED BY THE PLANNING DEPARTMENT IN REGARD TO WORKING <br />ON THE COMPREHENSIVE PLANS.' <br />COMMISSIONER Loy SUGGESTED THAT COUNTY PLANNER BRENNAN BE <br />AUTHORIZED TO INTERVIEW APPLICANTS AND MAKE RECOMMENDATIONS FOR HIRING <br />TWO PEOPLE UNDER THE ANTI -RECESSION TITLE II PROGRAM TO WORK ON COMPRE— <br />SIVE PLANS WITH THE MUNICIPALITIES AS DISCUSSED. <br />s <br />THE BOARD AGREED THAT THIS RECOMMENDATION BE MADE TO PLANNER <br />DRENNAN. ! <br />BILL BIESCHKE, CHAIRMAN OF THE FLOOD INSURANCE COMMITTEE FOR <br />THE CITY OF VERO BEACH, CAME BEFORE THE BOARD TO GIVE A STATUS REPORT <br />ON THE FLOOD INSURANCE PROGRAM. HE INFORMED THE BOARD THAT WE ARE NOW <br />• UNDER THE EMERGENCY PROGRAM. THERE IS ALSO A REGULAR PROGRAM WHICH HAS <br />SPECIFIC RATES FOR SPECIFIC AREAS, AND UNDER THIS PROGRAM YOU CAN PUR— <br />CHASE MORE INSURANCE THAN YOU CAN ON THE OTHER. HE NOTED THAT IN ORDER <br />TO BE TRANSFERRED OUT OF THE EMERGENCY PROGRAM INTO THE REGULAR PROGRAM, <br />A PRELIMINARY STUDY MUST BE DONE AND RATE MAPS SUPPLIED BY HOUSING AND <br />URBAN DEVELOPMENT, WHICH IS WHERE THE PROBLEM AROSE.. THESE MAPS MISTAK— <br />ENLY WERE SENT TO .BUDGE SMITH INSTEAD OF CHAIRMAN WODTKE, AND BY THE <br />TIME THIS WAS STRAIGHTENED OUT, THE APPEAL PERIOD HAD EXPIRED. CSR. <br />BIESCHKE STATED THAT HE CALLED THE HUD PEOPLE IN WASHINGTON YESTERDAY, <br />AND THEY DID AGREE TO GIVE A SIXTY-DAY EXTENSION. THE NEXT STEP IS TO <br />REVIEW THE RATE MAPS, MAKE ANY NECESSARY CORRECTIONS, AND RETURN THE <br />MAPS TO HUD TO BE REVISED. HUD WILL THEN SEND THEM BACK WITH AN EFFEC— <br />TIVE DATE. <br />DISCUSSION FOLLOWED AS TO THE CORRECTNESS OF THE ELEVATIONS <br />SHOWN ON THE MAPS AND WHETHER THE PLANNING DEPARTMENT HAS THE NECESSARY <br />EXPERTISE TO REVIEW THEM AND MAKE CHANGES. <br />ASSISTANT PLANNER BERG STATED THAT HE WOULD LIKE TO HAVE A <br />QUALIFIED PERSON HELP THEM.REVIEW THESE MAPS, BUT NOTED THAT HE DOES NOT <br />FEEL THESE MAPS ARE INTENDED TO SHOW THE EXACT ELEVATION AS IT EXISTS <br />NOW, BUT INSTEAD ARE MEANT TO DEPICT THE DESIRED OR MINIMUM ELEVATIONS <br />THAT WOULD BE REQUIRED TO COMPLY WITH THE -INSURANCE ACT. <br />t <br />NOV 161977, Boas QA a .
