y <br />CHAIRMAN WODTKE STATED HE APPRECIATED ALL THE TESTIMONY PRE- <br />SENTED, AND HE IS TRYING TO SORT IT.OUT AND LOOK AT WHAT THE PROBLEM' <br />REALLY IS. HE FELT WE ARE ALL RELIGIOUS -PEOPLE AND NOTED THAT HE HAS <br />BEEN INVOLVED WITH MENTAL HEALTH AND DEALT WITH PROBLEMS BROUGHT ABOUT <br />BY ALCOHOLISM, AND HE PERSONALLY WISHES 18 YEAR OLDS WERE NOT ALLOWED <br />TO DRINK. BUT THAT IS THE LAW, MANY PEOPLE WISH ALCOHOL WAS NOT A LEGAL <br />SUBSTANCE AND COULD NOT BE SOLD, BUT -IT CAN. IN REGARD TO THE EXTENSION <br />OF ONE HOUR, HE DID NOT FEEL HE HAD HEARD ANY TESTIMONY PROVING THAT <br />IT WILL OR WILL NOT CAUSE MORE ALCOHOLISM. HE NOTED THAT MANY PEOPLE WHO <br />ARE AT LOUNGES AT 1:00 A.M. DRINK COKE AND GO THERE FOR ENTERTAINMENT <br />AND TO DANCE. THE CHAIRMAN CONTINUED.THAT HE DOES NOT SEE WHERE ONE HOUR <br />WILL MAKE ANY DIFFERENCE, BUT HE DEFINITELY DOES FEEL THAT IT WOULD NOT <br />BE GOOD FOR THE COUNTY TO HAVE A 2:00 A.M. CLOSING AND THE MUNICIPALITIES <br />1:00 A.M. CHAIRMAN WODTKE THEN ASKED WHAT THE.OTHER MEMBERS OF THE <br />BOARD WOULD FEEL ABOUT HAVING A 2:00 A.M: CLOSING ON FRIDAY AND SATURDAY <br />NIGHTS ONLY AND ON NEW YEARS EVE. <br />COMMISSIONER SIEBERT FELT WE WOULD NOT BE FACING THE ISSUE <br />BY DOING THAT, BUT NOTED THAT HE IS CONCERNED ABOUT THE MUNICIPALITIES <br />AND FELT ANYTHING WE DO SHOULD BE CONTINGENT ON LIKE ACTION, AT LEAST <br />BY THE CITY OF VERO BEACH. <br />ATTORNEY COLLINS NOTED THAT AN ORDINANCE DOES NOT -BECOME EFFEC- <br />TIVE UNTIL APPROVED BY THE BOARD AND MAILED TO THE SECRETARY OF STATE, <br />AND HE FELT AN ORDINANCE COULD BE APPROVED AND THEN NOT MAILED FOR A <br />PERIOD OF TIME, BUT HE WOULD HAVE A PROBLEM WITH AN ORDINANCE BEING MADE <br />CONTINGENT ON ACTION BY OTHERS. <br />AFTER FURTHER DISCUSSION, MOTION WAS MADE BY COMMISSIONER <br />Loy, SECONDED BY COMMISSIONER DEESON, THAT THE REQUEST AS PRESENTED BY <br />ATTORNEY BLOCK REPRESENTING THE RETAIL LIQUOR ASSOCIATION BE DENIED AND <br />AN ORDINANCE BE ADOPTED SETTING FORTH THE EXACT SAME HOURS AS ARE PRES- <br />ENTLY ADHERED TO IN THE UNINCORPORATED AREAS OF THE COUNTY, WITH THE <br />EXCEPTION OF NEW YEARS EVE AND THAT HOUR BE ESTABLISHED AT 2:00 O'CLOCK <br />A.M.
