COMMISSIONER DEESON DID NOT FEEL THERE IS A SIGNIFICANT
NUMBER DOING THIS, BUT COMMISSIONER SIEBERT FELT THERE IS A -VERY SIGNIFI-
CANT NUMBER, ESPECIALLY ON STATE ROAD AIA.:.: HE NOTED THAT TWO OF THE
ACCIDENTS EARLIER REFERRED TO OCCURRED WHEN PEOPLE WERE RETURNING TO
VERO BEACH AFTER DRINKING IN ST. LUCIE COUNTY.
THE CHAIRMAN CALLED FOR THE QUESTION.
AYES: COMMISSIONER Loy NAYES: PHAIRMAN
MMISSIONER SCHMUCKER
OMMISSIONER DEESON MMISSIONV ER SIEBERT
WODTKE
THE MOTION WAS DEFEATED.
MOTION WAS MADE BY COMMISSIONER SCHMUCKER TO EXTEND THE BAR
HOURS ONE HALF HOUR FROM .THE WAY THE SCHEDULE IS PRESENTLY SET UP.
MOTION DIED FOR LACK OF A SECOND.
MOTION WAS MADE BY COMMISSIONER SIEBERT, SECONDED BY COMMIS-
SIONER SCHMUCKER, THAT AN ORDINANCE BE DRAWN UP ESTABLISHING A 2:00 A.M.
CLOSING FOR THE UNINCORPORATED AREA OF ;INDIAN RIVER COUNTY, IN ACCORD-
ANCE WITH THE PRESENT SCHEDULE, AND THAT ORDINANCE NOT BE FORWARDED TO
THE SECRETARY OF STATE UNTIL WE HAVE AN OPPORTUNITY TO SEE WHAT ACTION
THE MUNICIPALITIES WILL BE TAKING.
ATTORNEY COLLINS STATED HE WOULD PREFER TO SEE SOME KIND OF
AFFIRMATIVE ACTION.
COMMISSIONER SIEBERT REITERATED THAT HE FEELS HAVING A 2:00 A.M.
CLOSING IN THE COUNTY AND NOT IN VERO BEACH WOULD CAUSE A GREAT PROBLEM,
COMMISSIONER LOY FELT SUCH A MOTION WOULD PUT GREAT PRESSURE
ON THE MUNICIPALITIES.
CHAIRMAN WODTKE STATED HE FELT WE MUST TAKE POSITIVE ACTION
ONE WAY OR ANOTHER.
COMMISSIONER SIEBERT SUGGESTED PUTTING AN EFFECTIVE DATE OF
.JANUARY 31ST ON THE ORDINANCE, WHICH HE FELT WOULD ALLOW AMPLE TIME FOR
THE CITY TO REACT, BUT THE ATTORNEY DID NOT FEEL THAT WOULD ALLOW SUFFI-
CIENT TIME.
AFTER FURTHER DISCUSSION, COMMISSIONER SIEBERT WITHDREW HIS
MOTION AND COMMISSIONER SCHMUCKER WITHDREW HIS SECOND,
CHAIRMAN WODTKE AGAIN BROUGHT UP THE POSSIBILITY OF HAVING A
2:00 A.M. CLOSING JUST -ON FRIDAY AND SATURDAY NIGHTS.
10
DEC 20 1977
BOOK 39 pAu 451
