WHEREAS, the availability of foreclosed properties has declined dramatically in the past year, most <br />likely attributed to the robo-signing problems with foreclosing banks and their law firms, rather than <br />an improvement in the housing industry; and <br />WHEREAS, the limited availability of foreclosed properties has inhibited the ability of the County <br />and its non-profit housing partner, Indian River County Habitat for Humanity, to acquire foreclosed <br />homes and ultimately meet the NSP3 contractual expenditure requirements; and <br />WHEREAS, it is the desire of the Indian River County Board of County Commissioners to increase <br />the availability of foreclosed homes for Indian River County Habitat for Humanity to purchase by <br />amending the NSP3 Abbreviated Action Plan to expand the size of the NSP3 target area; and <br />WHEREAS, the proposed revised NSP3 Abbreviated Action Plan is consistent with the Indian River <br />County Comprehensive Plan; <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY; THAT <br />SECTION 1. The Board of County Commissioners hereby approves the attached revised <br />NSP3 Abbreviated Action Plan with the expanded target area. <br />SECTION 2. The Board of County Commissioners hereby authorizes the Chairman to <br />execute all necessary certifications for the revised Community Development Block Grant <br />Abbreviated Action Plan to be submitted to HUD after July 18, 2012. <br />SECTION 3. The Board of County Commissioners directs the Community Development <br />Director to make minor changes to the revised Abbreviated Action Plan if warranted based on <br />comments received in the fifteen day citizen comment period. <br />2 <br />
