4 <br />BE HELD AT THIS TIME, BUT HE WOULD LIKE IT TO -BE CONTINUED TO THE NEXT <br />MEETING WHEN HE CAN MAKE A FINAL DRAFT. <br />COMMISSIONER LOY ASKED IF THERE WERE ANY SPECIFIC RECOMMENDA- <br />TIONS FROM THE ZONING BOARD. <br />MR. BERG STATED THAT THEY INITIALLY STARTED OUT WITH A VERY <br />MINOR LANDSCAPE ORDINANCE, BUT THE PLANNING & ZONING COMMISSION FELT <br />A STRONG LANDSCAPING ORDINANCE WOULD BE BEST FOR THE COUNTY. <br />COMMISSIONER SCHMUCKER DISCUSSED THE REQUIREMENT LIMITING <br />THE USE OF PALM TREES TO 50% OF THE TREES REQUIRED. <br />BOB BERG STATED THAT IT WAS FELT THAT PALMS WERE EASIEST TO <br />PLANT AND MOST AVAILABLE, AND THEY HAD CONSIDERED LETTING THEM BE USED <br />100%, BUT FELT IT WAS MORE AESTHETICALLY PLEASING TO HAVE A MIXTURE. <br />ATTORNEY COLLINS ASKED,IF THE GROUND WERE EXTENSIVELY COVERED <br />WITH PALM TREES, WOULD THE DEVELOPER HAVE TO TAKE SOME OUT, AND MR. BERG <br />THOUGHT THAT HE WOULD HAVE TO REMOVE WHATEVER WAS OVER 50%. <br />COMMISSIONER SCHMUCKER DID NOT FEEL THAT COUNTY PLANNER <br />BRENNAN INTERPRETED THE ORDINANCE THIS WAY, BUT FELT INSTEAD IF THE <br />PALM TREES WERE.::EXISTING ON THE SITE, YOU WOULD NOT HAVE TO PULL THEM <br />OUT AND REPLACE THEM. <br />COMMISSIONER SIEBERT NOTED THAT PARAGRAPH B ON PAGE 5 <br />"EXISTING PLANT MATERIAL" STATES THAT `CREDIT SHALL BE GIVEN FOR <br />NATURAL GROWTH AREAS AGAINST THE REQUIREMENTS OF THIS ORDINANCE." <br />MR. BERG AGREED HE MIGHT HAVE TO RETRACT HIS STATEMENT. <br />ATTORNEY COLLINS FELT THERE ARE CONFLICTING STATEMENTS IN <br />THE ORDINANCE. <br />DISCUSSION CONTINUED IN REGARD TO THE 50% PALM TREE REQUIRE- <br />MENT AND POSSIBLE ALTERNATIVES, AND CHAIRMAN WODTKE ASKED WHAT THE <br />SPECIFIC OBJECTION TO HAVING MORE THAN 50% PALM TREES WAS. <br />URBAN FORESTER GREGG CLARK EXPLAINED THAT PALM TREES DO NOT <br />EXCHANGE AS MUCH OXYGEN AS SOME OTHER TREES, ABSORB AS MUCH WATER,,OR <br />SUPPLY AS MUCH SHADE. THE FORESTER FELT THAT SHADE IS IMPORTANT IN <br />BREAKING UP SOME OF THE HEAT RISING FROM PARKING LOTS. <br />DISCUSSION ENSUED IN REGARD TO THE IMPORTANCE OF SHADE IN A <br />PARKING LOT, <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD. <br />PYRMEN SMITH OF 1920 CUTLASS COVE DRIVE STATED THAT HE WOULD <br />15 <br />JAN IS19r0 , <br />BCOK 33 PA -u( 447' <br />
