Courthouse L,� isy Nry <br />Vero Beach, Florida 32960„ <br />p > � <br />Commissioners: <br />File No. 31-37-4133, Indian River County, <br />Department of Transportation, SJN 88060-3514 <br />Our staff has performed a biological survey of the project site <br />for the above referenced permit application and offers the <br />following comments: <br />MAR �� <br />The Department of Transportation proposes to replace an <br />existing 87 foot long bridge (Bridge No. 8) with a 124 <br />foot long bridge and to construct a temporary detour road <br />on the south side of SR 60. The work also includes widen- <br />ing of road shoulders that requires relocation of existing <br />roadside ditches. All detour road fill (5,180 cubic yards, <br />2,125 feet long and 30 feet wide) is to be removed to <br />original or slightly lower than the original land contours. <br />This proposed project is part of the DOT's long range . <br />plan to widen SR 60 in its entire length across the sub- <br />ject St. Johns River floodplain. <br />This area of the floodplain is know as Padgett Branch. <br />Padgett Branch and surrounding areas are characterized <br />as being nearly level and poorly drained. Upland areas <br />are generally vegetated by pine - palmetto flatwoods. <br />Padgett Branch is a hardwood swamp with occasionally no <br />discernable main creek bed. Vegetation predominately <br />consists of cypress, sabal palm, and maples. while Padgett <br />Branch has not been ditched and diked as the nearby upper <br />basin has, several dirt roads in addition to SR 60 cross <br />this floodplain before it reaches Blue Cypress Lake, 3k <br />miles downstream of.
