M 197 <br />The SR 60 crossing of Padgett Creek (Bridge No. 8 and road <br />with shoulders) is paralleled by borrow ditches. The <br />ditches link the upstream to downstream flow of Padgett <br />Branch. Presently water hyacinths clog the section of <br />ditches at Bridge No. 8. Ditch banks are vegetated by <br />maple, wax myrtle, palm, cypress and orange trees. <br />Land south of SR 60 (proposed detour road area) has been <br />cleared of trees and is vegetated by short grasses. No <br />standing water was observed. An unaltered hammock of <br />cypress, maple and palm exists on the north side of SR 60. <br />Marsh hawk and red shouldered hawk were observed -in the <br />general area. <br />The proposed project will disrupt an established freshwater <br />Community in the roadside ditches. However, this community <br />is expected to recolonize after the project has been <br />completed. If permitted, the ditch banks should be re- <br />yegetated with Panicum hemitomon or other marsh plant common <br />to the upper-basi—'n. <br />.Pursuant to Subsection 253.124(3), Florida Statutes, the preced- <br />ing comments are to be read into the minutes of a Commission <br />meeting at which approval or disapproval of this project is to <br />be determined. HE NOTED THAT THE BOARD HAS NOT HAD TIME <br />TO REVIEW IT ADEQUATELY, AND HE FELT THIS SHOULD BE POSTPONED UNTIL THE <br />NEXT MEETING WHEN WE WILL KNOW BETTER WHAT MUST BE ADOPTED OR APPROVED <br />IN CONJUNCTION WITH THIS REPORT AND IN ACCORDANCE WITH THE COMPREHENSIVE <br />LAND USE ACT, WHICH IS ALSO INVOLVED. <br />COMMISSIONER LOY ASKED IF WE HAVE HAD ANY FEEDBACK FROM THE <br />STATE AGENCIES WHO WE WERE GOING TO ASK TO REVIEW OUR PLAN. <br />ADMINISTRATOR JENNINGS STATED THAT ON FEBRUARY 28TH HE MET <br />WITH ENGINEERS KEVIN COOLEY AND PHILIP SEARCY AND MR.
