a <br />INTERGOVERNMENTAL COORDINATOR THOMAS STATED THAT THEY HAD <br />NOT KNOWN PREVIOUSLY THAT THE ECONOMIC OPPORTUNITIES COUNCIL IS APPLY- <br />ING TO THE DOT FOR FIVE VEHICLES. ST. FRANCIS MANOR NOW HAS TAKEN THE <br />POSITION THAT IF THE EOC IS GOING TO HANDLE THIS PROGRAM, THEY WOULD <br />NOT WANT TO DUPLICATE IT AND WOULD WITHDRAW. <br />JAMES VASS, EXECUTIVE DIRECTOR OF THE EOC, CAME BEFORE THE <br />BOARD TO CONFIRM THAT THEY ARE GOING TO APPLY FOR A DOT GRANT FOR VE- <br />HICLES TO HANDLE THE PROGRAM JUST DISCUSSED, AND WILL NEED A 20% MATCH, <br />OR ABOUT $14,590. HE STATED THAT HE WOULD LIKE TO GET AS MANY ENTITIES <br />OR MUNICIPALITIES INVOLVED WITH THE MATCH AS POSSIBLE. HE FELT THE <br />CITY OF VERO BEACH WILL MAKE AT LEAST A TOKEN FINANCIAL COMMITMENT AND <br />ALSO THE CITY OF SEBASTIAN. MR. VASS CONTINUED THAT THE DOT GRANT HAD <br />A DEADLINE OF MARCH 1ST, BUT BECAUSE THERE WERE NO APPLICANTS, THEY <br />HAVE EXTENDED THE DEADLINE TO MARCH 15TH. HE INFORMED THE BOARD THAT <br />THEY HAD A PERSONAL VISIT FROM MR. KNOWLES OF THE DOT WHO LOOKED OVER <br />THEIR APPLICATION AND SAID THAT IF THEY WOULD GO AHEAD AND GET,THEIR <br />20% MATCH, THEY STOOD A GOOD CHANCE OF BEING FUNDED. MR. VASS CONTINUED <br />THAT THE FIRST YEAR MATCH WOULD BE A ONE-SHOT ITEM, AND THEY SHOULD BE <br />ABLE TO MAKE THEIR OWN MATCH FROM REVENUE GENERATED BY THIS PROGRAM IN <br />THE FOLLOWING YEARS, HE SUGGESTED THAT AN ADMINISTRATIVE MEETING BE <br />HELD TO GO INTO THIS PROGRAM IN DEPTH SO THAT EVERYONE UNDERSTANDS IT <br />COMPLETELY. <br />CHAIRMAN WODTKE NOTED THAT MR. VASS HAS ONLY GIVEN THE BOARD <br />SEVEN DAYS TO MAKE A DECISION, AND HE FELT THIS SHOULD HAVE BEEN BROUGHT <br />TO THE BOARD'S ATTENTION SOONER. <br />MR. VASS STATED THAT THERE HAS BEEN A TURN -OVER OF PERSONNEL. <br />IN BOTH THE DOT AND THE EOC AND FURTHER NOTED THAT THEY ONLY RECEIVED <br />THE APPLICATION FORMS IN NOVEMBER AND HAVE BEEN WORKING VERY HARD ON <br />THEM SINCE THAT TIME. HE POINTED OUT THAT IF THEY DON'T MAKE THE <br />MARCH 15TH DEADLINE, THEY WILL HAVE TO WAIT ANOTHER FULL YEAR TO APPLY, <br />WHICH, ADDED TO DELIVERY TIMES, WOULD PUT THE PROGRAM ANOTHER 2-1/2 <br />YEARS AWAY. ° <br />8 <br />MAR 1978 l BOOK 34 PAGE 90 <br />C <br />
