THE BOARD MORE TIME TO STUDY THE MATTER. <br />COMMISSIONER SCHMUCKER ASKED IF ROUTES AND TIMES, ETC., HAVE <br />BEEN LAID OUT FOR THE FIVE -BUS SYSTEM, <br />MR. VASS STATED THAT ALL THIS IS SET OUT IN AN EXPLANATORY <br />PACKET WHICH WILL BE SUPPLIED TO THE BOARD. HE NOTED AGAIN THAT THE <br />FIRST YEAR'S COST IS THE BIG COST, AND THE DRIVERS WILL BE FUNDED <br />THROUGH CETA. <br />CHAIRMAN WODTKE REQUESTED MR. VASS TO GET WITH MR. THOMAS AND <br />MR. .JENNINGS AND CONTACT THE DOT IN REGARD TO AN EXTENSION OF TIME, AND <br />THEN IF HE CAN IT GET IT, WE WILL TRY SOMETHING ELSE. <br />DANA HOWARD, ENGINEER, OF CARTER ASSOCIATES, INC., CAME BEFORE <br />THE BOARD ON BEHALF OF FRANK MANNINO AND REQUESTED FINAL APPROVAL OF <br />ARBOR OAKS SUBDIVISION. <br />ATTORNEY COLLINS NOTED THAT TENTATIVE APPROVAL WAS GIVEN TO <br />ARBOR OAKS SUBDIVISION ON OCTOBER 19, 1977, SUBJECT TO ADJOINING PROPERTY <br />OWNERS JOINING IN THE ROAD DEDICATION.OR THE PLAT SHOWING THAT THEY <br />HAVE NOT JOINED IN. <br />MR. HOWARD INFORMED THE BOARD THAT THEY HAVE BEEN UNABLE TO <br />GET THE ADJOINING OWNERS TO JOIN IN THE DEDICATION. ONE OF THE PROPERTY <br />OWNERS HAS MOVED OUT OF TOWN AND CAN `T BE LOCATED, AND ANOTHER PROPERTY <br />OWNER, A MR. LAMBERT, HAS BEEN UNCOOPERATIVE. CONSEQUENTLY, HALF OF <br />THE RIGHT-OF-WAY GOES WITH THE SUBDIVISION AND THE OTHER HALF, OR 25', <br />IS WRITTEN INTO THE DEED DESCRIPTIONS OF THE OTHER PROPERTY OWNERS. <br />MR. HOWARD NOTED THAT THE ROAD IS PAVED, THOUGH WINDING, AND ALTHOUGH <br />ONLY 25' IS PAVED AT THE ENTRANCE, THE FULL 50' IS PAVED AT THE FAR END. <br />ADMINISTRATOR JENNINGS INFORMED THE BOARD THAT THE PAVING <br />WAS DONE BEFORE THE COUNTY HAD THE REQUIREMENT THAT -PRIVATE ROADS MUST <br />MEET COUNTY SPECIFICATIONS. <br />ATTORNEY COLLINS FELT THAT MR. HOWARD HAS MADEA GOOD ATTEMPT <br />TO ACCOMPLISH THE INTENT OF THE BOARD AND TO OBTAIN THE COOPERATION OF <br />THE OTHER PROPERTY OWNERS RE STREET DEDICATION. HE NOTED THAT THE <br />SITUATION THE DEVELOPER HAS CREATED IS ACTUALLY BETTER THAN IF THEY WERE <br />NOT GOING TO SUBDIVIDE AND SUGGESTED THAT, IF THE BOARD WISHES TO GRANT <br />FINAL APPROVAL, THEY FIRST GRANT A VARIANCE AS TO THE ROAD WIDTH. <br />9 <br />MAR 8 1978 wax • 34 PAGE <br />
